Water Bill Payment<br />

A series of questions were included in the survey to assess property managers’<br />

experiences with the water <strong>billing</strong> method being used at their property. Questions about the<br />

percent of properties using each <strong>billing</strong> method (RUBS, <strong>submetering</strong>, in-rent) can be found in the<br />

postcard survey results section earlier in this chapter. The postcard survey is a better “snapshot”<br />

of the entire population of multi-<strong>family</strong> housing <strong>and</strong> hence the responses to these questions are<br />

more generally applicable than similar responses from the manager survey, where impact<br />

properties were “over-sampled’.<br />

After being asked in what manner residents were billed for their water consumption,<br />

property managers were asked why a particular <strong>billing</strong> method had been selected. Impact<br />

property managers often reported water conservation as a major reason; this option was selected<br />

by 32% to 50% of respondents. The <strong>billing</strong> method in use was generally considered to be the<br />
