Managers of converted impact properties reported encountering few administrative<br />

difficulties when the properties were converted. Resistance from residents was a more common<br />

problem among RUBS (28%) <strong>and</strong> hot water hybrid properties (39%) than among submetered<br />

properties (7%). These results are presented in Table 4.12.<br />
