<strong>City</strong> <strong>of</strong> <strong>Wilmington</strong><br />
Sec. 18-213. CO, Corridor Overlay Districts.<br />
(a) Purpose. The Corridor Overlay Districts are established to provide a series <strong>of</strong><br />
overlapping <strong>regulations</strong> for particular roadway corridor areas in addition to those<br />
provided by the other <strong>zoning</strong> <strong>district</strong>s established by this Article. The purpose for<br />
establishing these Corridor Overlay Districts is first, to recognize the importance that<br />
different roadway corridor areas play in defining the <strong>City</strong>'s character as city<br />
entryways and/or significant cultural or historic thoroughfares; second, to protect and<br />
preserve both the aesthetics <strong>of</strong> these important roadways and their traffic handling<br />
capabilities through the application <strong>of</strong> site-specific land use planning principles and<br />
procedures; and third, to satisfy the policies and objectives <strong>of</strong> the South 17th Street<br />
and Land Use Plan Update, thereby contributing to the general welfare <strong>of</strong> the <strong>City</strong> <strong>of</strong><br />
<strong>Wilmington</strong>.<br />
Sec. 18-213.1 Dawson-Wooster Corridor Regulations<br />
In addition to the general and specific <strong>regulations</strong> imposed by this chapter on the use<br />
<strong>of</strong> non-residentially-zoned land within the Dawson-Wooster Corridor (defined herein<br />
as all property located between Queen Street to the north, Ninth Street to the east,<br />
Wright Street to the south, and Front Street to the west), the following <strong>regulations</strong><br />
shall apply.<br />
(a) For new commercial development which abuts residentially-zoned property, the<br />
following buffering standards are required:<br />
(1) The minimum buffer shall consist <strong>of</strong> a seven foot wide buffer strip, containing a<br />
six-foot tall solid fence as one (1) row <strong>of</strong> the required two (2) row buffer.<br />
(2) Where the size <strong>of</strong> the commercial development warrants additional buffering<br />
under the provisions <strong>of</strong> the Zoning Ordinance the added buffering shall be provided<br />
in a buffer strip <strong>of</strong> at least ten (10) feet in width (or larger if specified in the Zoning<br />
Ordinance or so determined by the <strong>City</strong> Manager); one row <strong>of</strong> this buffer shall be a<br />
six foot tall solid fence.<br />
(b) For all new commercial development in the corridor, the following lighting<br />
standards shall be observed:<br />
(1) No site-lighting poles or structures shall exceed ten (10) feet in height.<br />
(2) All lighting fixtures shall be designed to avoid direct or indirect lighting <strong>of</strong> any<br />
area <strong>of</strong>f the site on which the lighting fixture is located.<br />
(c) In the CB District portions <strong>of</strong> the corridor:<br />
(1) The following land uses permitted shall be prohibited in the Corridor Overlay:<br />
(a) Automotive services<br />
(b) Flea markets<br />
(c) Bowling alleys and pool halls<br />
(d) In the CS District portions <strong>of</strong> the corridor:<br />
(1) The following uses shall be permitted only through the issuance <strong>of</strong> a special use<br />
permit:<br />
