<strong>City</strong> <strong>of</strong> <strong>Wilmington</strong><br />
e. Street trees. For new commercial development, street tree-plantings in<br />
below-grade planters on the public right-<strong>of</strong>-way shall be included at the rate <strong>of</strong><br />
one (1) tree for each thirty (30) feet <strong>of</strong> frontage. If the <strong>City</strong> Manager<br />
determines there is no plaza or other space available for tree-plantings in the<br />
right-<strong>of</strong>-way, then a payment in lieu, equal to the cost for required trees, shall<br />
be paid by the developer into the <strong>City</strong> <strong>of</strong> <strong>Wilmington</strong> Tree Improvement<br />
Fund. All plans for street tree plantings must be reviewed and approved by the<br />
<strong>City</strong> Manager and must be a minimum <strong>of</strong> three (3) inches in caliper.<br />
f. Drive-up facilities and service islands. Prohibited.<br />
g. Outdoor storage <strong>of</strong> materials. Prohibited.<br />
h. Site lighting. All site lighting shall be located, angled, shielded, and<br />
limited in intensity so as to cast no direct light upon adjacent streets or<br />
properties. All new lighting shall be restricted to the following heights:<br />
i unrestricted lighting—maximum <strong>of</strong> ten (10) ft. above ground or<br />
pavement<br />
ii ninety (90)-degree cut-<strong>of</strong>f lighting—maximum <strong>of</strong> fifteen (15) ft.<br />
above ground or pavement.<br />
i. Additional treatments. HVAC equipment, air conditioning window<br />
units, and other electrical equipment shall not be located on facades with<br />
street frontage. All such equipment shall be placed in the interior yards or on<br />
the ro<strong>of</strong> <strong>of</strong> the building and screened from the right-<strong>of</strong>-way. Through-wall<br />
mechanical units are permitted on any facade if they are incorporated into the<br />
design <strong>of</strong> the building, flush with the facade on which they are located,<br />
concealed by a vent cover and have an internal drip system for condensation.<br />
Utility meters, transformers and fixed trash disposal receptacles which cannot<br />
be located out <strong>of</strong> sight shall be screened by fencing and/or landscaping. Chain<br />
link fences are prohibited in any capacity.<br />
(3) Building design standards.<br />
a. Building orientation. All buildings shall be oriented towards primary<br />
streets. For new buildings on corner properties, both street elevations<br />
are considered to be front facades and must be designed to address the<br />
street at least by incorporating windows and if desired, doors.<br />
b.Massing and development scale. Facades shall be designed to eliminate<br />
blank walls and create compatible massing and scale with the block<br />
face. For buildings greater than thirty-three (33) feet in width, facades<br />
shall incorporate periodic transitions no further apart than two-thirds<br />
<strong>of</strong> the building height in order to create a vertical orientation. This<br />
transition may be achieved by utilizing methods including but not<br />
limited to: façade <strong>of</strong>fsets, pilasters or change in materials. For<br />
buildings greater than fifty (50) feet in width, facades shall be<br />
expressed as two separate building facades utilizing methods including<br />
but not limited to the aforementioned methods. The predominant<br />
