<strong>City</strong> <strong>of</strong> <strong>Wilmington</strong><br />

Sec. 18-192. NB, Neighborhood Business District<br />

(a) Purpose. This <strong>district</strong> is primarily intended to accommodate low-intensity<br />

<strong>of</strong>fice, retail, and personal service uses at the edges or periphery <strong>of</strong> residential areas<br />

without disrupting the character <strong>of</strong> nearby residential neighborhoods. The <strong>district</strong> is<br />

established to provide convenient locations for businesses that serve the day-to-day<br />

needs <strong>of</strong> surrounding residents and reduce the need to utilize major road corridors to<br />

reach these destinations, thereby reducing traffic congestion. The <strong>district</strong> is intended<br />

to help ease congestion on major roads by providing an acceptable option to place<br />

small-scale convenience commercial services closer to where people live. It is not<br />

intended to accommodate retail uses that primarily attract passing motorists.<br />

Compatibility with any nearby residential neighborhoods is reflected in design<br />

standards for both site layout and buildings.<br />

(b) Uses Permitted by Right. The following uses are permitted by right<br />

provided that they meet all requirements <strong>of</strong> this section and all other applicable<br />

requirements established in these <strong>regulations</strong>:<br />

(1) Artists, commercial including silk screening<br />

(2) Banking; no drive-up window<br />

(3) Business services<br />

(4) Dry cleaner; no drive-up window<br />

(5) Fruit and vegetable market, wholesale with incidental retail<br />

(6) Laundromat; no drive-up window<br />

(7) Lawn and garden stores, no outside storage <strong>of</strong> materials<br />

(8) Libraries<br />

(9) Medical <strong>of</strong>fices<br />

(10) Offices, pr<strong>of</strong>essional<br />

(11) Parks and recreation areas, municipal<br />

(12) Personal services<br />

(13) Post <strong>of</strong>fice; no drive-up window<br />

(14) Restaurant, no drive-up window<br />

(15) Retail sales establishments<br />

(16) Spas and health clubs<br />

(c) Uses Permitted under Prescribed Conditions. The following uses are<br />

permitted provided that they meet all requirements <strong>of</strong> this section, Article 6, and all<br />

other applicable requirements established in these <strong>regulations</strong>:<br />

(1) Convenience food stores<br />

(2) Religious institutions<br />

(3) Service stations; no car washes<br />

(d) Permitted Accessory Uses. Accessory uses clearly incidental and subordinate<br />

to the principal use and structures including the following uses, are permitted<br />
