Status <strong>of</strong> <strong>Coral</strong> <strong><strong>Reef</strong>s</strong> in Eastern Africa<br />

• Mozambique – Sustainable Development Center for the Coastal Zone (CDS-ZC),<br />

within the Environment Coordination Ministry, that operates under the<br />

umbrella <strong>of</strong> a National <strong>Coral</strong> <strong>Reef</strong> Management Programme;<br />

• Tanzania – the Tanzania Coastal Management Partnership (TCMP), a<br />

partnership between the National Environment Management Council and<br />

University <strong>of</strong> Rhode Island and USAID, is coordinating the process to develop<br />

the National Integrated Coastal Management Strategy. The Strategy is<br />

providing a framework for management <strong>of</strong> coastal and marine resources<br />

including coral reefs at the national and coastal district levels. The Tanzania<br />

Marine Parks and Reserves Unit operates a growing number <strong>of</strong> MPAs;<br />

• Kenya – the National Environmental Management Authority (NEMA), recently<br />

established under the Environmental Coordination Act will have overarching<br />

authority on environmental issues, with the Integrated Coastal Area<br />

Management Secretariat (chaired by the Coast Development Authority) and<br />

Kenya Wildlife Service having primary responsibilities in ICZM and MPAs<br />

respectively.<br />

As part <strong>of</strong> the Eastern African region under the UNEP Regional Seas Programme, Eastern<br />

African mainland states are party to the Nairobi Convention. At the recent Conference <strong>of</strong><br />

Parties held in Mozambique in December 2001, a <strong>Coral</strong> <strong>Reef</strong> Task Force was established<br />

under the Nairobi Convention to assist countries develop and coordinate coral reef<br />

management and monitoring activities. The countries also recognised the relevance <strong>of</strong><br />

the <strong>International</strong> <strong>Coral</strong> <strong>Reef</strong> Initiative, which held a regional meeting and the<br />

Coordinating and Planning Committee meeting immediately preceding the Nairobi<br />

Convention COP. In the future, it is hoped that this alignment between the primary<br />

regional environmental convention and global initiatives on coral reefs will enhance<br />

support at the national level for coral reef monitoring, research and management.<br />

Community-based coral reef monitoring has been running in Tanga, Tanzania since 1996,<br />

and KICAMP monitoring is conducted by local fishermen with supervision from scientists.<br />

This year TCMP is developing a National Coastal Monitoring Plan, which includes coral<br />

reefs, to promote community-based monitoring throughout the country and to<br />

standardise techniques.<br />

CORE CONCLUSIONS<br />

• Eastern African coral reefs are recovering from the widespread devastation <strong>of</strong><br />

approximately 30-50% <strong>of</strong> the reefs during the 1998 El Niño, with coral cover<br />

returning to similar levels to pre-bleaching conditions for heavily fished reefs,<br />

and to between one third to one half pre-bleaching levels on protected reefs.<br />

• A number <strong>of</strong> new, large-scale impacts, such as floods, Harmful Algal Blooms<br />

and coral disease, occurred in 2001-2 that may be related to changing climate<br />

and have significant impacts on coral reef and marine ecosystems.<br />

• Socio-economic studies <strong>of</strong> coral reefs, and programs to improve management <strong>of</strong><br />

MPAs that contain coral reefs are becoming increasingly common in Eastern<br />

Africa, and feeding into an increasingly dynamic network <strong>of</strong> coral reef research<br />

and management organisations and institutions.<br />
