Status <strong>of</strong> <strong>Coral</strong> <strong><strong>Reef</strong>s</strong> in Eastern Africa<br />

DAR ES SALAAM MARINE RESERVE, TANZANIA –<br />

ICRAN DEMONSTRATION SITE<br />

The Tanzanian coastline is lined with fringing reefs, bays and estuaries. North <strong>of</strong> the capital<br />

Dar es Salaam, there are marine reserves around 4 islands: Mbudya; Bongoyo; Pangavini;<br />

and Fungu Yasini, which include coral reefs, mangroves and seagrass beds. Overexploitation<br />

and unregulated tourist activity has resulted in environmental degradation<br />

within the Reserves. Recreational divers report a decrease in fish abundance and an<br />

increase in bleached and broken coral. Fishermen have observed a decline in fish catches,<br />

which they attribute to the use <strong>of</strong> small mesh nets (especially beach seine) and blast fishing.<br />

The Dar es Salaam Marine Reserves were established in 1970 under fisheries<br />

legislation and in 1998 were transferred to Marine Parks and Reserves, and the Board<br />

<strong>of</strong> Trustees oversees the establishment and management <strong>of</strong> the Reserves. The most<br />

prominent stakeholder groups are fisher communities, visitors and tourists to the<br />

islands and the Dar es Salaam Yacht Club. There is an overwhelming support for the<br />

development <strong>of</strong> a management plan among all stakeholders. There are plans in<br />

progress to improve the success <strong>of</strong> the reserves. These include:<br />

• Changing the status <strong>of</strong> the area from Marine Reserve to Marine Park, leading<br />

to a multi-user system in integrated coastal management for the Dar es<br />

Salaam coast;<br />

• Creating fishery management plans;<br />

• Improving enforcement by establishing regular patrols;<br />

• Installing mooring buoys in sites that receive large numbers <strong>of</strong> visitors e.g.<br />

Bongoyo and Mbudya;<br />

• Developing and implementing a structure for the payment and collection <strong>of</strong><br />

MPA entry fees;<br />

• Raising awareness <strong>of</strong> marine conservation and management issues; and<br />

• Involving local communities in all management decisions<br />

Ecological Monitoring: A comprehensive and regular program <strong>of</strong> ecological monitoring,<br />

including fisheries data collection and reporting, is planned. <strong>Coral</strong> cover and recruitment<br />

is monitored regularly. Studies aimed at assessing the marine habitats in the Dar es<br />

Salaam Marine Reserve have shown that the resources are heavily depleted, but the area<br />

is still viable as an MPA. <strong>Coral</strong> restoration projects have commenced.<br />

Socio-economic Monitoring: Very little work had been carried out on the<br />

stakeholders and the interaction they have with the resources <strong>of</strong> the Dar es Salaam<br />

Marine Reserve. Recent work has identified the key stakeholders, assessed their<br />

attitudes and interests, determined the existing and potential socio-economic<br />

benefits and the social attitudes relevant to conservation and the sustainable use <strong>of</strong><br />

the marine resources.<br />

Monitoring Effectiveness: A management plan to promote sustainable uses <strong>of</strong> the Dar es<br />

Salaam Marine Reserve Work is being developed. A considerable amount <strong>of</strong> information<br />

exists on the biological status <strong>of</strong> the reserves though several areas still require attention.<br />

<strong>Coral</strong> reefs are 30% <strong>of</strong> the natural resources.<br />

Ecological Monitoring is occasional.<br />

Socio-economic Monitoring is occasional.<br />
