My request of you is <strong>for</strong> a comprehensive environmental<br />

impact statement, an area wide impact statement that considers<br />

all of <strong>the</strong> effects of this project <strong>from</strong> <strong>the</strong> coal mines of<br />

Montana to <strong>the</strong> train lines of Spokane up <strong>the</strong> Columbia River to<br />

<strong>the</strong> coal bus in <strong>Bellingham</strong>, shipping in <strong>the</strong> straits, and <strong>the</strong><br />

effect of burning this coal on earth's atmosphere, on <strong>the</strong><br />

salinization of Washington waters, and on mercury in our<br />

glaciers.<br />

I also ask you that this environmental impact<br />

statement consider <strong>the</strong> effects of all of <strong>the</strong> coal terminals.<br />

There are five proposed. This is but one. And if all five are<br />

established and built, it will be catastrophic. Catastrophic<br />

<strong>for</strong> <strong>the</strong> climate but especially catastrophic <strong>for</strong> <strong>the</strong> poor.<br />

So please as you're considering <strong>the</strong> scope of this<br />

hearing, include this entire project and, in fact, all five.<br />

THE SPEAKER: Hello. My name is Paul Schroeder. I'm<br />

an anthropologist. I live in Blaine and have been in <strong>the</strong><br />

community <strong>for</strong> 30 years.<br />

First of all, I'd like to make note of last year<br />

Sunset Magazine declared <strong>Bellingham</strong> one of <strong>the</strong> top five places<br />

to live in <strong>the</strong> west. It referred to it in <strong>the</strong> article as a<br />

"seaside haven." Of course, that did not have anything to do
