2 THE SPEAKER: Hello. My name is Steve Harvey.<br />

3 I'm a student at Western Washington University studying<br />

4 environmental science.<br />

5 Over a month ago, my mo<strong>the</strong>r and a friend were in<br />

6 a moped accident that left her lying in a ditch bleeding<br />

7 internally. By <strong>the</strong> time <strong>the</strong> ambulance arrived -- by <strong>the</strong><br />

8 time <strong>the</strong> ambulance brought her to <strong>the</strong> hospital, she had lost<br />

9 3/5ths of her blood. The doctor said if she'd arrived 20<br />

10 minutes later she would have been dead.<br />

11 In this scenario, a longer ambulance response<br />

12 time equaled increased probability of death.<br />

13 The equation of increased response time equals<br />

14 higher probability of not receiving treatment needed on<br />

15 time, can be applied to many emergency medical response<br />

16 cases.<br />

17 In <strong>the</strong> EIS, I ask <strong>for</strong> a study to determine if<br />

18 <strong>the</strong>re will be a decreased ability to provide effective<br />

19 emergency response times due to <strong>the</strong> increased train traffic.<br />

20 This study could include, but not limited to,<br />

21 mapping out all <strong>the</strong> areas between <strong>the</strong> coal trains origin and<br />

22 -- and <strong>the</strong> proposed terminal site, where emergency response<br />

23 vehicles have to wait <strong>for</strong> a train to cross, <strong>the</strong>n find <strong>the</strong><br />

24 population of people who live in <strong>the</strong>se areas.<br />

25 Using 18 and 24 mile-and-a-half-long trains a day
