6 THE SPEAKER: Hi. My name is Andy Basabe. I'm<br />

7 28 years old, and I've lived in <strong>Bellingham</strong> all my life --<br />

8 Western Washington University, and this is one of my<br />

9 favorite places in <strong>the</strong> world because of <strong>the</strong> outdoors that we<br />

10 all share.<br />

11 I think <strong>the</strong>re are two things that <strong>the</strong> EIS should<br />

12 scope. One is NO2 emissions in <strong>Bellingham</strong> and o<strong>the</strong>r coastal<br />

13 communities and anywhere else along <strong>the</strong> railroad lines that<br />

14 have valleys or are sheltered by mountains.<br />

15 The Swinomish Indian Reservation has a monitoring<br />

16 station <strong>for</strong> NO2 where trains idle, creates spikes in <strong>the</strong> NO2<br />

17 -- three minutes, and those trains are smaller than <strong>the</strong><br />

18 trains we'd be experiencing. And I believe <strong>Bellingham</strong> is<br />

19 experiencing adverse effects as we are sheltered.<br />

20 The o<strong>the</strong>r one is industrial noises effect on<br />

21 breeding mammals between here or at Powder Basin. All <strong>the</strong><br />

22 railroads tracks will be cutting out <strong>the</strong> habitat between<br />

23 here and <strong>the</strong>re. Animals will be affected <strong>from</strong> <strong>the</strong> noise,<br />

24 and animals are adversely affected <strong>from</strong> <strong>the</strong> noise -- and<br />

25 I'll discuss <strong>the</strong>ir breeding habitat -- into smaller areas.
