This morning I was woken up at 5:09 am. There were 6 horns that I heard; maybe <strong>the</strong>re were 7 or 8<br />

be<strong>for</strong>e I woke up. It was a pusher engine at <strong>the</strong> end of <strong>the</strong> train that let me know it was definitely a coal<br />

train. I got up, it was dark, I had my coffee and went to <strong>the</strong> computer – I hate computers – but I<br />

Google’d up a few things. I found out about a primer of China who has $2.6 billion in corrupt assets<br />

since he took over. I looked at <strong>the</strong> cover of TIME magazine, it’s got a red picture, communist red, and<br />

<strong>the</strong> front of it says, “The next leader of <strong>the</strong> unfree country.” We are facilitating China in deconstructing<br />

America. They are our economic adversary, why are we facilitating <strong>the</strong>m? We need to study this in <strong>the</strong><br />

EIS. It’s endangering my job, its endangering <strong>the</strong> jobs of almost all Americans that have been in<br />

manufacturing. I have a lot of o<strong>the</strong>r things to say, and I will be write those in. Having to take <strong>the</strong> time to<br />

come here now is cutting into my Saturday time. I was going to do chum eggs that I brought home <strong>from</strong><br />

Hood Canal last week and work on Volvos. Here I am, pissed off. Am I a mad hatter <strong>from</strong> <strong>the</strong> mercury I<br />

had in <strong>the</strong> albuquerque at 7:30 <strong>for</strong> breakfast?<br />

My name is Diana Kirkham and I live at 4681 Rural Avenue in <strong>Bellingham</strong>, WA. I live probably a stone<br />

throw <strong>from</strong> <strong>the</strong> railroad crossing. I would like <strong>the</strong>m to address property value depreciation, health<br />

issues <strong>from</strong> <strong>the</strong> screeching, <strong>the</strong> dinging at <strong>the</strong> crossing, and also <strong>the</strong> deterioration of my home <strong>from</strong> <strong>the</strong><br />

vibration. My foundation is deteriorating underneath me and my home is 85 years old. I’m concerned<br />

about my water quality <strong>the</strong>re because of <strong>the</strong> trains. I think what needs to be studied when <strong>the</strong>y do this<br />

are <strong>the</strong> people who live on that rail line. What are <strong>the</strong>y going to do <strong>for</strong> us? I go <strong>for</strong> <strong>the</strong> global warming<br />

thing too, but I’ve had cancer whe<strong>the</strong>r it’s related to living on a rail line. I have a daughter who has<br />

anxiety issues, maybe that’s linked to her not getting any sleep. I was not aware of that until I came to<br />

this meeting today. They need to address that and make things right if this does go through <strong>for</strong> <strong>the</strong><br />

people that live along that line.<br />

This is Patricia Marks. My address is 2117 X Street Apt 1, <strong>Bellingham</strong>, WA 98225-3566. I am here to talk<br />

about some of my concerns, mostly about <strong>the</strong> request to <strong>the</strong> Army Corps of Engineers and <strong>the</strong> EPA to<br />

increase <strong>the</strong> scope to include <strong>the</strong>se concerns about <strong>the</strong> environment which I will comment on now. First<br />

of all I want to personally say, I am here to retire, I’ve worked here all my life and I want to retire in a<br />

healthy and beautiful place. That’s my personal motivation. Number one – I’m concerned about <strong>the</strong><br />

change in temperature of <strong>the</strong> water at Cherry Point and elsewhere. Number two – I’m wondering about<br />

<strong>the</strong> shaded area and obstruction that could be caused by <strong>the</strong> building of ramps out over <strong>the</strong> bay and<br />

water, as well as <strong>the</strong> supporting structures <strong>for</strong> <strong>the</strong>se ramps and how <strong>the</strong>y will affect <strong>the</strong> wildlife.<br />

Number three – I’m concerned about damages to natural resources. Number four – I’m concerned<br />

about damage to <strong>the</strong> beach and <strong>the</strong> land adjacent to <strong>the</strong> water because of <strong>the</strong> tramping and o<strong>the</strong>r<br />

traffic increase. Number 5 – I’m concerned about noise level increase with humans. I’m concerned<br />

about <strong>the</strong> possible increase of adrenaline levels and perhaps wildlife changes similarly due to changes in<br />

<strong>the</strong> loudness of sound or different sounds. There could be some stress reactions. Number 6 – I’m
