3 Washington Cities to look at <strong>the</strong> impacts that this project<br />

4 would have on <strong>the</strong> ability of local -- local governments<br />

5 throughout <strong>the</strong> entire length of <strong>the</strong> coal shipments, on <strong>the</strong>ir<br />

6 ability to provide emergency medical and fire services.<br />

7 It is critical that we can get people quickly to<br />

8 <strong>the</strong> scene of any fire or medical emergency, and <strong>the</strong>re is<br />

9 clear indication that that would not be <strong>the</strong> case unless<br />

10 substantial improvements were made, and that brings me to my<br />

11 final point:<br />

12 The taxpayers should not have to pay <strong>for</strong> a<br />

13 private business that is profit-making; <strong>the</strong>re<strong>for</strong>e, we should<br />

14 be looking very carefully, and I ask you to do that in <strong>the</strong><br />

15 EIS and what -- to what extent <strong>the</strong> cost of any improvements<br />

16 to take care of personnel safety as well as just-in-time<br />

17 work and materials. Make sure that those are paid <strong>for</strong>, and<br />

18 not out of <strong>the</strong> taxpayers' pocket. Thank you.<br />
