close to the railroad truss. I request the EIS to include the
impacts of coal dust on human health; waters, such as streams,
ground waters, and marine waters; plant and animal health; and
the health of our ecosystems.
I also request that the study be comprehensive, to
include not only Whatcom County where I live but include
impacts on the entire route of the trains from Cherry Point to
the point of origin in the Powder River Basin.
I also request the study encompass not only coal dust
emissions from trains but also impacts from the coal processing
plants themselves.
