9 MS. STRAUSZ-CLARK: Okay. Good morning. My name<br />

10 is Jamie Strausz-Clark.<br />

11 I'm a third-party consultant working <strong>for</strong> Whatcom<br />

12 County Army Corps of Engineers and <strong>the</strong> State Department of<br />

13 Ecology. I'm going to be moderating our discussion this<br />

14 morning.<br />

15 As I said a number of times, we have four hours<br />

16 to get through 100 comments at ten minutes each, and we're<br />

17 going to be pretty tight. So my job is to make this a safe<br />

18 and efficient place <strong>for</strong> everyone who has a card to get <strong>the</strong>ir<br />

19 comment in.<br />

20 So with that in mind, I'm going to go over some<br />

21 ground rules that we have <strong>for</strong> this discussion, and <strong>the</strong>n<br />

22 we'll get started.<br />

23 First of all, I want to say on behalf of <strong>the</strong><br />

24 co-lead agencies that I'm glad that you're here and<br />

25 participating in <strong>the</strong> scoping process.
