My name is John Bosh and I live at 6571 Lundee Rd, Everson, WA 98247. I have 2 comments to make.<br />

The first - at <strong>the</strong> moment wind turbines – utility scale wind turbines – are not allowed in Whatcom<br />

County. The reason <strong>for</strong> that is largely due to <strong>the</strong> impact of infrasound, which is sound less than 20 hertz<br />

or below <strong>the</strong> frequency where human hearing can detect <strong>the</strong> sound. In order to be fair and consistent,<br />

since that criterion is applied to wind turbines, I think it should also be applied to this project that<br />

involves coal energy. I think <strong>the</strong> impact of rails, trains going through town, and equipment at <strong>the</strong> sight<br />

should consider <strong>the</strong> sound of less than 20 hertz. The second thing - I think that this project should be<br />

considered a connected action, but <strong>for</strong> this project <strong>the</strong> coal would not be mined, transported, or burned.<br />

Considering this is a connected action, <strong>the</strong> Environmental Impact Statement should also consider <strong>the</strong><br />

impacts of mining, transporting, and burning <strong>the</strong> coal, including <strong>the</strong> impact on global warming.<br />

I’m Ben Factler Adams. 400 Parkridge Rd, <strong>Bellingham</strong>, WA. I have 4 comments. The first is with <strong>the</strong><br />

development of coal resources in Indonesia and Australia, <strong>the</strong> powder river basin coal will have to<br />

compete against sources of coal that are far closer to China and have far cheaper labor. Consequently,<br />

<strong>the</strong> market <strong>for</strong> North American coal may not be robust. The cheap global natural gas prices will fur<strong>the</strong>r<br />

weaken <strong>the</strong> market <strong>for</strong> a relatively expensive goal. These two market <strong>for</strong>ces make <strong>the</strong> promised<br />

terminal jobs femoral. Secondly, low frequency sounds <strong>from</strong> wind turbines are very reason <strong>for</strong> banning<br />

wind turbines in Whatcom County at <strong>the</strong> moment. Less than 20 hertz sound criteria should be applied<br />

to <strong>the</strong> trains as well. Thirdly, <strong>the</strong> enhancement of <strong>the</strong> greenhouse effect caused by both <strong>the</strong> transport<br />

and burning of this coal must be factored in <strong>the</strong> EIS. And <strong>the</strong> impact of burning of powdered river basin<br />

coal on <strong>the</strong> mercury concentration of Lake Whatcom must also be considered in deciding about this<br />

project.<br />

Hello, my name is Max Perry. I live in Whatcom County and have <strong>for</strong> 46 years. I have enjoyed living in<br />

Whatcom County, working 30 years in heavy industries, raised a family of 5 and personally have 20<br />

grandchildren. I support <strong>the</strong> Gateway Pacific Terminal. One, <strong>the</strong> terminal is located in a heavy industrial<br />

zone area. Two, <strong>the</strong> proposed area has a natural deep water port requiring no dredging. Three, <strong>the</strong><br />

terminal adds a much needed tax base <strong>for</strong> <strong>the</strong> state, county and schools. Four, <strong>the</strong> terminal would add<br />

much needed jobs <strong>for</strong> all <strong>the</strong> people in Whatcom County and my 20 grandchildren. I would like <strong>the</strong><br />

agencies, Ecology and <strong>the</strong> Army Corps of Engineers, to do diligence to ensure compliance to <strong>the</strong>ir<br />

standards. However, avoid unnecessary delays. The people who have lived and are making Whatcom<br />

County <strong>the</strong>ir home would like fair and expedite resolution in granting permits.<br />

My name is Lee Burgess. I’ve been a truck driver over 50 years. I have hauled coal <strong>from</strong> all over <strong>the</strong><br />

western states and I have never had any trouble with coal leaking out or coal blowing off. I’d like to<br />

make a comment about this whole project. I think this county has to get on <strong>the</strong> stick and get some jobs<br />

– good paying jobs o<strong>the</strong>r than college jobs and around <strong>the</strong> college, which is a big part of <strong>the</strong> income<br />

around here – as working people we never have any jobs. Since <strong>the</strong>y run <strong>the</strong> pope mail and <strong>the</strong> paper
