11 That was an interesting set of hearings. It<br />

12 actually ended with Governer Spellman rejecting everything,<br />

13 and it cost him his election but he was Republican, and I<br />

14 have a lot of respect <strong>for</strong> him.<br />

15 Adam Smith in final profit -- I didn't want to<br />

16 say this be<strong>for</strong>e -- is once you get -- after you pay all your<br />

17 expenses, <strong>the</strong> trouble is <strong>the</strong> coal industry does not pay all<br />

18 <strong>the</strong> expenses. It wants to dump it on o<strong>the</strong>r people.<br />

20 engineers <strong>from</strong> Powder River, I said, "Hey, we're looking at<br />

21 this coal stuff."<br />

22 He says, "No problem with <strong>the</strong> coal powder<br />

23 stuff. It's just sort of like, you know."<br />

25 print this map. It shows a prevailing wind right on where
