2 I want to address an impact that I haven't heard<br />

3 addressed yet. It's not really a direct impact, but it's an<br />

4 indirect one that I think is relevant still.<br />

5 And will be caused by people like myself who do<br />

6 not believe that <strong>the</strong> Environmental Impact Assessment process<br />

7 itself is legitimate because it's corrupt, and who will take<br />

8 matters into <strong>the</strong>ir own hands if this terminal is, in fact,<br />

9 put into operation and stop it using whatever means<br />

10 necessary; whe<strong>the</strong>r that means putting <strong>the</strong>ir bodies on <strong>the</strong><br />

11 line or physically dismantling <strong>the</strong> infrastructure.<br />

12 Now, this might be a surprise to some of you, but<br />

13 I'm going to tell you why it shouldn't be. We've had an<br />

14 environmental movement, hard environmental movement <strong>for</strong> <strong>the</strong><br />

15 past 40 years. If we look at <strong>the</strong> beginning of that, Rachel<br />

16 Carson's book, Silent Spring, published in 1962.<br />

17 We've had environmentalists <strong>for</strong> half a century,<br />

18 and yet every living system on <strong>the</strong> planet has declined and<br />

19 <strong>the</strong> rate of decline isn't subtle. There has not been a<br />

20 single, peer-reviewed scientific article that's been<br />

21 published in <strong>the</strong> past 30 years that contradicts that<br />

22 statement.<br />

23 What's happened over and over again is <strong>the</strong><br />

24 Environmental Impact Assessment is, basically, <strong>the</strong>se<br />

25 industrialists tutoring developers and industrialists on how
