increase heron, how many new fishing jobs - good sustainable fishing jobs - will be recreated if we could<br />

get our healthy salmon population returning. I would like <strong>the</strong> EIS to evaluate <strong>the</strong> number of potential<br />

dead zones that might be created in <strong>the</strong> inland Puget Sound with <strong>the</strong> introduction of coal dust. It needs<br />

to look at <strong>the</strong> potential of a capsized ship going aground, breaking up, having a collision with ano<strong>the</strong>r<br />

super tanker and <strong>the</strong> effects on <strong>the</strong> environment, who would clean it up, what are <strong>the</strong> costs to <strong>the</strong><br />

public, and would it even be possible to recreate <strong>the</strong> environment once we have a spill of any<br />

magnitude?<br />

on site line” and “daily costs on coal.” These two have so many points that I could not relate against<br />

this scheme as it’s proposed. Ano<strong>the</strong>r factor which is now emotional is democracy. It’s in challenge by<br />

special interest those who have converted <strong>the</strong> Supreme court to an instrument of <strong>the</strong>ir own use. Now<br />

<strong>the</strong> people have got to vote against special interest o<strong>the</strong>rwise democracy is not a word any longer.<br />

number of points against this scheme in all directions is immense.<br />

My name is Chris Benefell. I live at 515 Whitecap Road in <strong>Bellingham</strong>. I have two comments. I’ve lived<br />

in <strong>Bellingham</strong> <strong>for</strong> a couple of years <strong>from</strong> Sou<strong>the</strong>rn Cali<strong>for</strong>nia – Long Beach Harbor/Los Angeles area. It’s<br />

<strong>the</strong> largest port on <strong>the</strong> west coast. My interest over <strong>the</strong> years has been how Los Angeles county has<br />

mitigated particulate matter, or tried to, or has plans to mitigate <strong>from</strong> large tankers and ships that use<br />

that harbor. When ships come in, <strong>the</strong>y keep <strong>the</strong>ir engines running. All that fuel and exhaust <strong>from</strong> <strong>the</strong><br />

burning of <strong>the</strong> fuel <strong>from</strong> <strong>the</strong> ships continues to burn into <strong>the</strong> atmosphere in that region because <strong>the</strong><br />

ships don’t turn off <strong>the</strong>ir engines when <strong>the</strong>ir unloading or loading. Los Angeles has a plan to have those<br />

ships turn off <strong>the</strong>ir engines to provide energy <strong>for</strong> <strong>the</strong>ir ships by plugging <strong>the</strong>m in. This requires a lot of<br />

retrofitting of <strong>the</strong> major tankers that come in and out of international water ports of <strong>the</strong> world. It hasn’t<br />

been done, it’s a plan, but <strong>the</strong>y have identified this as a major cause of air pollution in <strong>the</strong> Los Angeles<br />

basin. They’ve tried to eliminate some of <strong>the</strong> trucking pollution <strong>from</strong> truckers going in and out carrying<br />

<strong>the</strong> shipments of all kinds of goods by having those trucks retrofit and that has been accomplished.<br />

I’m Diane Yale, 18 Creekside Lane, <strong>Bellingham</strong> 98229. A few corporations are proposing a project that<br />

will significantly impact <strong>the</strong> people and environment of 4 states. They may have believed <strong>the</strong>ir plan was<br />

justified based on early projections that Asian countries, primarily China, would continue a large and<br />

growing demand <strong>for</strong> American coal. The projections were prepared some time ago; circumstances<br />

around <strong>the</strong> globe have changed. The Environmental Impact Statement needs to quantify, specifically<br />

what <strong>the</strong> assumptions of demand were, and compare that to current and future economic and climate<br />

realities. For example, this year in China <strong>the</strong>re has been slowed economic growth in many industries.<br />

They’ve received less demand <strong>for</strong> <strong>the</strong> products <strong>the</strong>y export because of financial crisis in Europe. They
