Good morning. My name 10 is Jamie Strausz-Clark. 11 I'm a third-party consultant working for Whatcom 12 County Army Corps of Engineers and the State Department of 13 Ecology. I'm going to be moderating our discussion this 14 morning. 15 As I said a number of times, we have four hours 16 to get through 100 comments at ten minutes each, and we're 17 going to be pretty tight. So my job is to make this a safe 18 and efficient place for everyone who has a card to get their 19 comment in. 20 So with that in mind, I'm going to go over some 21 ground rules that we have for this discussion, and then 22 we'll get started. 23 First of all, I want to say on behalf of the 24 co-lead agencies that I'm glad that you're here and 25 participating in the scoping process.
