There is a problem with coal dust being stored at a terminal.<br />

It will be stored in <strong>the</strong> open. Wind will below over it. It<br />

might get into <strong>the</strong> water. It will affect <strong>the</strong> Cherry Point<br />

fishery.<br />

We do have to look at <strong>the</strong> impact of all <strong>the</strong> terminals.<br />

Seven of <strong>the</strong>m are proposed <strong>for</strong> <strong>the</strong> Pacific Northwest. This is<br />

an historic change that has to be looked at.<br />

Diesel exhaust is a nonissue. In<strong>for</strong>mation's available<br />

<strong>from</strong> General Electric to -- manufacturers.<br />

We<br />

need brake separations. That's very important. Just looking<br />

at <strong>the</strong> math, we need to -- we'll need some more in <strong>Bellingham</strong>.<br />

These cost. That has to be looked at.<br />

It will also<br />

help reduce noise <strong>from</strong> diesel horns if you go -- <strong>for</strong> crossing.<br />

We should look at sound walls mitigating -- we have<br />

to determine who is going to pay <strong>for</strong> that.<br />

We're going to need more trains, not just coal trains.<br />

There'll be more Amtrak trains. There'll be more merchandise<br />

trains. We need that. Also trains and tracks --<br />
