ENGINEERING: ISSUES CHALLENGES AND OPPORTUNITIES FOR DEVELOPMENTtions, both in Europe <strong>and</strong> worldwide, as an independentbody would validate all the data.In addition to these major activities, FEANI also producesposition papers on subjects of important interest to society;it has developed a framework <strong>for</strong> a European Code of Conduct<strong>for</strong> Engineers, adopted in 2006 by all National Members;is involved in CPD (Continuous Professional Development)activities; <strong>issues</strong> regularly the FEANI News <strong>and</strong> maintains awebsite (www.feani.org), which is the basis of its communicationsystem <strong>and</strong> regularly updated.4.3.7Federation of <strong>Engineering</strong>Institutions of Asia <strong>and</strong>the Pacific (FEIAP)Tan Seng ChuanThe Federation of <strong>Engineering</strong> Institutions of Southeast Asia<strong>and</strong> the Pacific (FEISEAP) was founded on 6 July 1978. Itsestablishment followed an exploratory meeting convened<strong>and</strong> organized by the <strong>Engineering</strong> Institute of Thail<strong>and</strong> underthe King’s patronage with the support of UNESCO. It was createdas an umbrella organization <strong>for</strong> engineering institutions,<strong>and</strong> had the following objectives:■■■■to foster cooperation <strong>and</strong> exchange of in<strong>for</strong>mationbetween its members;to encourage the application of technical progress to economic<strong>and</strong> social advancement in the region;to collaborate with international, regional <strong>and</strong> nationalgovernmental <strong>and</strong> non-governmental organizations; <strong>and</strong>to encourage engineers in the region to contribute to theengineering community.It is an international member of the World Federation of<strong>Engineering</strong> Organizations ( WFEO).The Change to FEAIPAt its 14 th General Assembly held in Cebu, Philippines, on26 November 2007, the question of the continuation of FEI-SEAP was discussed. It was unanimously agreed to reviewFEISEAP’s constitution to define its objectives more clearly<strong>and</strong> to broaden the scope of its membership to include moremember economies. The revised constitution was discussed<strong>and</strong> adopted at the 15 th General Assembly. The constitutionincorporated a change of name to the ‘Federation of <strong>Engineering</strong>Institutions of Asia <strong>and</strong> the Pacific’ (FEIAP).Along with the change of name <strong>and</strong> constitution, threenew working groups were <strong>for</strong>med to collaboratively achieveFEIAP’s aims <strong>and</strong> objectives. They are, namely, the EnvironmentalWorking Group, the <strong>Engineering</strong> Education WorkingGroup <strong>and</strong> the Professional Ethics Working Group.The Environmental Working Group aims to promote environmentalactivities within regional economies, increase collaborationamong member economies, <strong>and</strong> provide supportto the <strong>Engineering</strong> Education Work Group on environmentalengineering related activities. The Working Group published apublication themed ‘Environmental Sustainability’ in 2008. The<strong>Engineering</strong> Education Working Group is working towards thecollaboration <strong>and</strong> promotion of engineering education amongmember economies within the region, <strong>and</strong> the <strong>for</strong>mulationof benchmarks <strong>and</strong> best practice guidelines to assist membereconomies on the international engineering accreditationprogrammes. The Professional Ethics Working Group will beproviding a set of ethical guidelines <strong>for</strong> engineers in their decision-makingprocesses, especially during the design stage, witha long-term view towards sustainable <strong>development</strong>.Besides the <strong>for</strong>mation of the three working groups, FEIAPalso re-launched its website <strong>and</strong> replaced its logo to reflect amore dynamic <strong>and</strong> vibrant organization. The website will bethe key plat<strong>for</strong>m to leverage the latest technology, facilitatinggreater interaction <strong>and</strong> sharing of in<strong>for</strong>mation among membereconomies within the region. Another initiative is the‘FEIAP Engineer of the Year’ Award, which aims to recognize<strong>and</strong> encourage engineers on their contributions <strong>and</strong> achievementsin the field of engineering among member economies.The award will also serve as a source of motivation <strong>for</strong> therecipients <strong>and</strong> one which all engineers aspire to achieve.The ChallengeThirty years is indeed a milestone <strong>and</strong> a great achievement <strong>for</strong>FEIAP. It is expected that the coming years will continue to bechallenging <strong>for</strong> the Federation due to the manifold <strong>challenges</strong>of the effects of globalization, offshore out sourcing, climatechange, <strong>and</strong> the increasing dem<strong>and</strong> <strong>for</strong> innovation <strong>and</strong> expertiseto remain competitive <strong>and</strong> sustainable in the market placeare becoming more pronounced. One of the greatest <strong>challenges</strong>today is the diversification of culture in the Asia <strong>and</strong>Pacific region. Thus the building <strong>and</strong> strengthening of FEIAP’snetworks is a crucial item in the agenda of the Federation. Torise to this challenge, FEIAP aims to promote the exchange ofexperience <strong>and</strong> in<strong>for</strong>mation related to science <strong>and</strong> technology<strong>for</strong> the advancement of the engineering profession, especiallywith regard to the national <strong>and</strong> regional economic <strong>and</strong>social <strong>development</strong>s in the years ahead. The FEAIP websiteis a key plat<strong>for</strong>m to leverage the latest technology, <strong>and</strong> thusfacilitate greater interaction <strong>and</strong> in<strong>for</strong>mation-sharing amongmember economies within the region. Another new initiativeis the ‘FEIAP Engineer of the Year’ award, which recognizes146
