He is an associate of the Construction IndustryDevelopment Board, a trustee of Engineers Against Poverty<strong>and</strong> a past president of the South African Institution of Civil<strong>Engineering</strong>.Philippe WautersPhilippe Wauters has BSc <strong>and</strong> MSc degrees in Electrical <strong>Engineering</strong><strong>and</strong> had a career with Siemens in various functions inBelgium <strong>and</strong> Germany. He has been the Secretary General ofthe European Federation of National <strong>Engineering</strong> Associations(FEANI) since 2000.Andrew WestDr Andrew West has a PhD in Microbial Ecology <strong>and</strong> has acareer as a researcher <strong>and</strong> in science management, policy <strong>development</strong><strong>and</strong> strategic planning in New Zeal<strong>and</strong>. He played amajor role in the Government’s science re<strong>for</strong>ms, including thedesign <strong>and</strong> establishment of the Ministry of Research, Science<strong>and</strong> Technology <strong>and</strong> Foundation <strong>for</strong> Research, Science <strong>and</strong>Technology, Crown Research Institutes <strong>and</strong> the Crown CompanyMonitoring Advisory Unit. He is Chief Executive of AgResearchLtd, <strong>for</strong>mer Convenor of the Ministerial Task Group onCrown Research Institutes (1991) <strong>and</strong> <strong>for</strong>mer fulltime Chair ofthe Tertiary Education Commission.Gunnar WestholmGunnar Westholm graduated from the Stockholm School ofEconomics in business administration <strong>and</strong> economics <strong>and</strong>worked <strong>for</strong> more than 20 years <strong>for</strong> the OECD in the EconomicAnalysis <strong>and</strong> Statistics Division-EASD (<strong>and</strong> its predecessors),Directorate <strong>for</strong> Science, Technology <strong>and</strong> Industry (DSTI),involved in most aspects of the <strong>development</strong> of internationallycomparable R&D <strong>and</strong> S&T statistics <strong>and</strong> indicators <strong>and</strong>corresponding data collection, analysis, diffusion <strong>and</strong> policyreviews, conferences <strong>and</strong> training. After early retirement fromthe OECD, Gunnar maintained close contact with OECD S &Tindicators services <strong>and</strong> national experts <strong>and</strong> consulted tonational authorities around the world, including Brunei, Swazil<strong>and</strong><strong>and</strong> Lesotho, in the preparation of STI plans, <strong>and</strong> contributedto major UNESCO reports <strong>and</strong> conferences, includingthe preparation of an annex <strong>for</strong> the OECD Frascati Manual onthe measurement of R&D in developing countries.John P WoodcockProf John P Woodcock has an MSc <strong>and</strong> MPhil in physics <strong>and</strong>mathematics, <strong>and</strong> a PhD on the physics of the circulation fromGuy’s Hospital Medical School. Prof. Woodcock’s researchinterests are in medical imaging <strong>and</strong> physics <strong>and</strong> the analysisof ultrasound Doppler shift data in normal <strong>and</strong> diseased arteries<strong>and</strong> veins, <strong>and</strong> data from malignant tumours. John’s majorcontribution is to the study of the peripheral circulation usingultrasound Doppler-shift flowmeters <strong>and</strong> ultrasound imaging,authoring the st<strong>and</strong>ard work on blood flow measurement <strong>and</strong>co-authoring the first monograph on Doppler ultrasound. Hewas Professor of Bioengineering at the Welsh National Schoolof Medicine, researches at the Institute of Medical <strong>Engineering</strong><strong>and</strong> Medical Physics of Cardiff School of <strong>Engineering</strong> <strong>and</strong> isClinical Director of the Department of Medical Physics <strong>and</strong>Bioengineering at the University Hospital of Wales.Vladimir YackovlevProfessor Vladimir Yackovlev has BSc, MSc <strong>and</strong> PhD degreesin civil engineering <strong>and</strong> is the Vice President of the NationalAcademy of <strong>Engineering</strong> in Venezuela.
