Much of his recent work hasbeen on policy and strategy formulation and implementation,support of service delivery by national government, and oneffectiveness of government spending on infrastructure.Iring WasserDr Iring Wasser is the Managing Director of the AccreditationAgency for Degree Programs in Engineering, Informatic/Computer Science, the Natural Sciences and Mathematics(ASIIN) in Germany, CEO of ASIIN Consult, Vice President ofthe European Network for the Accreditation for EngineeringEducation (ENAEE), Vice President of the European Networkfor the Accreditation of Informatics Education (EQANIE) andChairman of the ‘EUR-ACE’ - label committee of ENAEE.Ron WatermeyerRon Watermeyer is a civil and structural engineer and directorof Soderlund and Schutte, consulting civil and structuralengineers. Ron has been at the forefront of many developmentinitiatives in South Africa since the early 1990s includingbuilding regulations, the classification of sites, changingconstruction methods, technologies and practices to facilitatesocio- economic development and the implementation of aconstruction procurement system. He has developed manySouth African National Standards and is currently developingISO standards for construction procurement. In 2009 he wasawarded a Doctor of Engineering from the University of theWitwatersrand for his contributions over time to the deliveryof infrastructure. He is an associate of the Construction IndustryDevelopment Board, a trustee of Engineers Against Povertyand a past president of the South African Institution of CivilEngineering.Philippe WautersPhilippe Wauters has BSc and MSc degrees in Electrical Engineeringand had a career with Siemens in various functions inBelgium and Germany. He has been the Secretary General ofthe European Federation of National Engineering Associations(FEANI) since 2000.Andrew WestDr Andrew West has a PhD in Microbial Ecology and has acareer as a researcher and in science management, policy developmentand strategic planning in New Zealand. He played amajor role in the Government’s science reforms, including thedesign and establishment of the Ministry of Research, Scienceand Technology and Foundation for Research, Science andTechnology, Crown Research Institutes and the Crown CompanyMonitoring Advisory Unit. He is Chief Executive of AgResearchLtd, former Convenor of the Ministerial Task Group onCrown Research Institutes (1991) and former fulltime Chair ofthe Tertiary Education Commission.Gunnar WestholmGunnar Westholm graduated from the Stockholm School ofEconomics in business administration and economics andworked for more than 20 years for the OECD in the EconomicAnalysis and Statistics Division-EASD (and its predecessors),Directorate for Science, Technology and Industry (DSTI),involved in most aspects of the development of internationallycomparable R&D and S&T statistics and indicators andcorresponding data collection, analysis, diffusion and policyreviews, conferences and training. After early retirement fromthe OECD, Gunnar maintained close contact with OECD S &Tindicators services and national experts and consulted tonational authorities around the world, including Brunei, Swazilandand Lesotho, in the preparation of STI plans, and contributedto major UNESCO reports and conferences, includingthe preparation of an annex for the OECD Frascati Manual onthe measurement of R&D in developing countries.John P WoodcockProf John P Woodcock has an MSc and MPhil in physics andmathematics, and a PhD on the physics of the circulation fromGuy’s Hospital Medical School. Prof. Woodcock’s researchinterests are in medical imaging and physics and the analysisof ultrasound Doppler shift data in normal and diseased arteriesand veins, and data from malignant tumours. John’s majorcontribution is to the study of the peripheral circulation usingultrasound Doppler-shift flowmeters and ultrasound imaging,authoring the standard work on blood flow measurement andco-authoring the first monograph on Doppler ultrasound. Hewas Professor of Bioengineering at the Welsh National Schoolof Medicine, researches at the Institute of Medical Engineeringand Medical Physics of Cardiff School of Engineering and isClinical Director of the Department of Medical Physics andBioengineering at the University Hospital of Wales.Vladimir YackovlevProfessor Vladimir Yackovlev has BSc, MSc and PhD degreesin civil engineering and is the Vice President of the NationalAcademy of Engineering in Venezuela. Dr Yackovlev is a formerPresident of the Pan American Academy of Engineering, Coordinatorof the Petróleos de Venezuela Educational Programsfor Corporate Executives, head of the OAS Science and TechnologyDivision and Professor of Civil Engineering at the CentralUniversity, Caracas, Venezuela.387
