SECTION 2: PLANNING PROCESSPlan OutlineThe <strong>LMS</strong> Working Group agreed to revise the plan outline that was proposed by the consultant.HazardsThe <strong>LMS</strong> Working Group decided to include natural hazards in the 2009 <strong>LMS</strong> update, per DMA 2Krequirements. Societal and technical hazards occurrences have not varied over the past five years,and many of these hazards are addressed through other emergency preparedness and responseplans (e.g., Comprehensive Emergency Management Plan, Emergency Response Plan, EmergencyAction Plan, etc.).Hazards Identification ScoringEach jurisdiction reviewed the hazards scores that were included in the 2005 <strong>LMS</strong> (Comparison ofJurisdictional Relative Risk) and modified the scores for each hazard to reflect changes in theimpacted area; probability of occurrence; and affects to the built and natural environment andeconomy.Goals and ObjectivesDuring a facilitated discussion at the Mitigation Strategy Meeting, the <strong>LMS</strong> Working Group reviewedthe goals and objectives and deemed them to still be appropriate. As such, no changes were made.Vulnerability AssessmentThe Vulnerability Assessment was updated using HAZUS and MEMPHIS data, as well as the mostrecent local parcel data for GIS analysis. Hazard maps, hazards exposure and loss estimates werealso included. See Sections 4, 5 and 6 for further information.Hazard Mitigation InitiativesThe <strong>LMS</strong> Working Group decided to create a new Excel-based <strong>mitigation</strong> initiative status and scoringsystem. The consultant provided a proposed system that was reviewed and modified by the <strong>LMS</strong>Working Group. See Section 9 for further information.<strong>LMS</strong> Working Group Bylaws and Operating ProceduresThe <strong>LMS</strong> Working Group updated the Bylaws and Operating Procedures with the facilitatedassistance from the consultant.Additionally, a Capability Assessment was prepared, which was not included in the 2005 <strong>LMS</strong>.The process used to update this <strong>LMS</strong> included:Conducted the Preliminary Meeting with <strong>Volusia</strong> <strong>County</strong> Emergency Management to establishplanning process, roles, responsibilities, etc. in preparation for the Kickoff Meeting.Conducted the Kickoff Meeting with the <strong>Volusia</strong> Prepares <strong>LMS</strong> Working GroupOffered Kickoff Meeting for the general publicDeveloped the Vulnerability AssessmentDeveloped the Capability Assessment<strong>Volusia</strong> <strong>County</strong> Multi-jurisdictional Hazard Mitigation PlanFebruary 20102:3
