SECTION 8: MITIGATION STRATEGYObjective 3: Managers of public facilities will be knowledgeable in hazard <strong>mitigation</strong> techniques and thecomponents of the community’s <strong>mitigation</strong> plan.Objective 4: Technical training in <strong>mitigation</strong> planning and programming will be given to appropriate localgovernment employees.Objective 5: The owners and operators of businesses and industries in the community will beknowledgeable in appropriate hazard <strong>mitigation</strong> techniques.Objective 6: The public living or working in defined hazard areas will be aware of that fact, understand theirvulnerability and know appropriate <strong>mitigation</strong> techniquesObjective 7: The public will have facilitated access to information needed to understand their vulnerabilityto disasters and effective <strong>mitigation</strong> techniques8.3 IDENTIFICATION AND ANALYSIS OF MITIGATION TECHNIQUES44 CFR Requirement44 CFR Part 201.6(c)(3)(ii):The <strong>mitigation</strong> <strong>strategy</strong> shall include a section that identifies and analyzes a comprehensive range ofspecific <strong>mitigation</strong> actions and projects being considered to reduce the effect of each hazard, withparticular emphasis on new and existing buildings and infrastructure.In formulating the local Mitigation Strategy for <strong>Volusia</strong> <strong>County</strong>, a wide range of activities wereconsidered in order to help achieve the established <strong>mitigation</strong> goals in addition to addressing anyspecific and targeted hazard concerns. These activities were discussed by the <strong>LMS</strong> Working Group atmeetings held over the course of plan development. In general, all activities considered by the <strong>LMS</strong>Working Group can be classified under one of the following six (6) broad categories of <strong>mitigation</strong>techniques.1. PreventionPreventative measures are intended to keep hazard problems from getting worse, and are typicallyadministered through government programs or regulatory actions that influence the way land isdeveloped and buildings are built. They are particularly effective in reducing a community’s futurevulnerability, especially in areas where development has not occurred or capital improvements have notbeen substantial. Examples of preventative activities include: Planning and zoning Building codes Open space preservation Floodplain regulations Stormwater management regulations Drainage system maintenance<strong>Volusia</strong> <strong>County</strong> Multi-jurisdictional <strong>Local</strong> Mitigation StrategyFebruary 20108:9
