B. Meetings, Voting and Quorum1. Meetings will be conducted in accord with the most current Robert’s Rules ofOrder, if and when deemed necessary by the chair of the meeting.2. Regular meetings will be scheduled at least quarterly. Any organization that failsto attend three out of four consecutive regular quarterly meetings shall not beeligible to participate in the Hazard Mitigation Grant Program (HMGP) or receivemonies from that grant. Organizations will again be eligible for grant fundingafter representative attends three (3) consecutive regular quarterly meetings.3. All final actions and decisions made in the name of <strong>Volusia</strong> Prepares will be byaffirmative vote of a quorum of Working Group. A quorum shall consist ofvoting members present. Each member shall have one vote.4. Special meetings may be called under emergency situations or when there areother extenuating circumstances that are judged by both the chair and vice-chairof the Working Group to prohibit scheduling of a regular meeting. A quorum forspecial meetings shall consist of voting members present. Each member shallhave one vote.5. When required by statute, the policies of <strong>Volusia</strong> <strong>County</strong>, or when deemednecessary by the Working Group, a public hearing regarding actions underconsideration for implementation by the Working Group will be held.6. All meetings and other forms of action taken by the Working Group will bedocumented and made available for inspection by the public.VII. Adoption of and Amendments to the BylawsThe bylaws of <strong>Volusia</strong> Prepares may be adopted and/or amended by affirmative vote oftwo thirds (2/3) majority of the members present at the time of the vote. All proposedchanges to the bylaws shall be provided to the membership not less than ten (10) workingdays prior to such a vote.VIII. Dissolution of the Working Group<strong>Volusia</strong> Prepares may be dissolved by affirmative vote of two-thirds (2/3) majority of themembers at the time of the vote, by order of a court of competent jurisdiction, and/orinstruction of the <strong>Volusia</strong> <strong>County</strong> governing body. At the time of dissolution, allremaining documents, records, equipment and supplies belonging to <strong>Volusia</strong> Prepareswill be transferred to <strong>Volusia</strong> <strong>County</strong> for disposition.APPROVED March 11, 20094
