SECTION 10: PLAN MAINTENANCE PROCEDURES<strong>LMS</strong> Working Group and ensure the appropriate stakeholders are invited to participate in the planrevision and update process following declared disaster events.10.2.3 Reporting ProceduresThe results of the five-year review will be summarized by the <strong>LMS</strong> Working Group in a report that willinclude an evaluation of the effectiveness of the Plan and any required or recommended changes oramendments. The report will also include an evaluation of implementation progress for each of theproposed <strong>mitigation</strong> actions, identifying reasons for delays or obstacles to their completion along withrecommended strategies to overcome them.10.2.4 Plan Amendment ProcessUpon the initiation of the amendment process, <strong>Volusia</strong> <strong>County</strong> and its participating jurisdictions andpartners will forward information on the proposed change(s) to all interested parties including, but notlimited to, all directly affected <strong>County</strong> departments, residents, and businesses. Information will also beforwarded to the Florida Division of Emergency Management. This information will be disseminated inorder to seek input on the proposed amendment(s) for not less than a 45-day review and commentperiod.At the end of the 45-day review and comment period, the proposed amendment(s) and all commentswill be forwarded to the <strong>LMS</strong> Working Group for final consideration. The committee will review theproposed amendments along with the comments received from other parties, and, if acceptable, thecommittee will submit a recommendation for the approval and adoption of changes to the Plan to the<strong>Volusia</strong> <strong>County</strong> Council within 60 days.In determining whether to recommend approval or denial of a Plan amendment request, the followingfactors will be considered by the <strong>LMS</strong> Working Group: There are errors, inaccuracies or omissions made in the identification of issues or needs in thePlan; New issues or needs have been identified which are not adequately addressed in the Plan; There has been a change in information, data, or assumptions from those on which the Plan isbased.Upon receiving the recommendation from the <strong>LMS</strong> Working Group and prior to adoption of the Plan,the <strong>County</strong> will hold a public hearing if deemed necessary. The <strong>Volusia</strong> <strong>County</strong> Council will review therecommendation from the <strong>LMS</strong> Working Group (including the factors listed above) and any oral orwritten comments received at the public hearing. Following that review, the <strong>County</strong> Council will takeone of the following actions: Adopt the proposed amendments as presented Adopt the proposed amendments with modifications Refer the amendments request back to the <strong>LMS</strong> Working Group for further revision, or Defer the amendment request back to the <strong>LMS</strong> Working Group for further consideration and/oradditional hearings<strong>Volusia</strong> <strong>County</strong> Multi-jurisdictional <strong>Local</strong> Mitigation StrategyFebruary 201010:4
