SECTION 6: VULNERABILITY ASSESSMENT Tsunami Other Wildfire6.2 ASSESSMENT METHODOLOGYThis vulnerability assessment was conducted utilizing two distinct methodologies: (1) a GeographicInformation System (GIS)-based analysis; and (2) applying a statistical risk assessment approach. Eachapproach provides estimates for the potential impact of hazards by using a common, systematicframework for evaluation, including historical occurrence information. The results of the vulnerabilityassessment are provided for each hazard listed above.A GIS-based analysis was conducted for seven hazards: hurricane and tropical storm; riverine flood; coastal flood (storm surge); coastal erosion; tsunami; sinkhole; and wildfire.A statistical risk assessment approach was used to analyze six hazards: hail; thunderstorm; lightning; tornado; severe winter storm; and drought.6.2 GIS-Based AnalysisFor the GIS-based assessment, digital data was collected from local, state and national sources. ESRI®ArcGIS 9.2 was used to assess risk utilizing digital data including local tax records for individual parcelsand georeferenced point locations for critical facilities. Using these data layers, risk was assessed byestimating the assessed building value associated with parcels determined to be located in identifiedhazard areas. HAZUS-MH was also used to model hurricane force winds and estimate potential losses. Toestimate population in hazard areas, Census 2000 population data by census block was obtained fromHAZUS-MH and census blocks intersecting with hazard areas were used to determine exposed populationcounts.Census 2000 was used for analyses as it is available by census block.
