SECTION 6: VULNERABILITY ASSESSMENT6.4 HAILAs it cannot be predicted where hail may fall, all existing and future buildings, facilities and populations in<strong>Volusia</strong> <strong>County</strong> are considered to be equally exposed to this hazard and could potentially be impacted. Itis important to note that only reported hail events have been factored into this vulnerability assessment 3 .To estimate losses due to hail, the National Climatic Data Center (NCDC) historical hail event loss data foroccurrences in the county were used to develop a hail stochastic model. In this model: Losses were scaled for inflation; Average historic hail damageability was used to generate losses for historical hail events wherelosses were not reported; Expected annualized losses were calculated through a non-linear regression of historical data;and Probabilistic losses were scaled to account for would-be losses where no exposure/instrumentwas present at the time of the event.Table 6.4 shows total exposure and potential annualized property losses and annualized percent lossratios resulting from hail for <strong>Volusia</strong> <strong>County</strong>. While all of <strong>Volusia</strong> <strong>County</strong>’s inventoried assets are equallyexposed to hail, any anticipated future damages or losses are expected to be minimal.3 It is possible that additional hail events may have occurred since 1950 that were not reported to NCDC and are not accounted for in this analysis.<strong>Volusia</strong> <strong>County</strong> Multi-jurisdictional <strong>Local</strong> Mitigation StrategyFebruary 20106:13
