The <strong>LMS</strong> Working Group is responsible for ensuring the inter‐jurisdictional and interorganizationalreview and coordination of proposed <strong>mitigation</strong> initiatives. To accomplish thisresponsibility, the <strong>Volusia</strong> Prepares Coordinator will do the following:• Establish a schedule for the participants to submit proposed <strong>mitigation</strong> initiatives to beconsidered for incorporation into the next edition of the <strong>Volusia</strong> <strong>County</strong> <strong>Local</strong> MitigationStrategy,• Ensure the use the established scoring methodology by all participating agencies andorganizations in <strong>Volusia</strong> <strong>County</strong> for the identification, characterization and prioritization ofproposed <strong>mitigation</strong> initiatives.• Distribute the guidance as needed to facilitate complete and accurate submittals by theparticipants,• Review each proposed <strong>mitigation</strong> initiative received for completeness, adherence to theprescribed methodology, the validity of the characterization information and data used bythe participant, and the likelihood that the proposal will actually mitigate the hazard(s) orvulnerability(ies) of concern,• Compare proposed <strong>mitigation</strong> initiatives with others already incorporated into the plan orbeing submitted during the current planning period to ensure an absence of conflict orredundancy in purpose,• If needed, return the proposed <strong>mitigation</strong> initiatives to the submitting agency ororganization for additional information or analysis and resubmittal, and• Prepare a recommendation for action by the <strong>LMS</strong> Working Group to incorporate theproposed <strong>mitigation</strong> initiative into the <strong>Volusia</strong> <strong>County</strong> <strong>LMS</strong> and to consent to the participantlisting the proposed initiative in their section of the plan. In preparing a recommendation,the <strong>LMS</strong> Working Group will make every reasonable effort to work with the agency ororganization proposing an initiative.11.0 Incorporation of Proposed Mitigation Initiatives into the StrategyThe <strong>LMS</strong> Working Group will review the proposed <strong>mitigation</strong> initiatives for incorporation intothe <strong>Volusia</strong> <strong>County</strong> <strong>LMS</strong>. In the event that the <strong>LMS</strong> Working Group refuses to incorporate theproposed <strong>mitigation</strong> initiative into the local <strong>mitigation</strong> plan, a full explanation for the action willbe provided to the participant and suggestions made regarding corrective actions that could betaken to enable the proposal to be so incorporated. The proposing agency or organizationwould then be responsible for taking such actions and resubmitting the proposal forincorporation into the <strong>strategy</strong>.No proposed <strong>mitigation</strong> initiative will be considered as incorporated into the plan until it is thegiven an affirmative majority vote by the <strong>LMS</strong> Working Group for incorporation into the plan.12.0 Resolving ConflictsIn the event that a <strong>mitigation</strong> initiative proposed by a participating agency or organization isdetermined by the <strong>LMS</strong> Working Group to be in conflict with one or more other initiatives in theplan or being submitted by others, the <strong>LMS</strong> Working Group will take action to resolve theconflict.
