SECTION 6: VULNERABILITY ASSESSMENTSECTION 6 – VULNERABILITY ASSESSMENT44 CFR Requirement44 CFR Part 201.6(c)(2)(ii): The risk assessment shall include a description of the jurisdiction's vulnerability to thehazards described in paragraph (c)(2)(i) of this section. The description shall include an overall summary of eachhazard and its impact on the community. The plan should describe vulnerability in terms of: (A) The types andnumbers of existing and future buildings, infrastructure, and critical facilities located in the identified hazardareas; (B) An estimate of the potential losses to vulnerable structures identified in paragraph (c)(2)(ii)(A) of thissection and a description of the methodology used to prepare the estimate; (C) Providing a general description ofland uses and development trends within the community so that <strong>mitigation</strong> options can be considered in futureland use decisions.6.1 OVERVIEWThis section builds upon the information provided in Section 5: Hazard Profiles by identifying andcharacterizing an inventory of assets in <strong>Volusia</strong> <strong>County</strong>, and then assessing the potential impact andamount of damages that can be expected to be caused by each identified hazard event. The primaryobjective of the vulnerability assessment is to quantify exposure and the potential loss estimates for eachhazard. In so doing, <strong>Volusia</strong> <strong>County</strong> and its participating jurisdictions and partners may better understandtheir unique risks to identified hazards and be better prepared to evaluate and prioritize specific hazard<strong>mitigation</strong> actions.This section begins with an explanation of the methodology applied to complete the hazard vulnerabilityassessment, followed by a summary description of the asset inventory as compiled for <strong>Volusia</strong> <strong>County</strong>.The remainder of this section focuses on the results of the vulnerability assessment, and is organized byhazard as listed below.
