More importantly, the meetings and workshops promptedcontinuous input and feedback from relevant participants throughout the drafting stages of the Plan.Below is a summary of the key meetings and community workshops held during the development of theplan update. 2 In many cases, routine discussions and additional meetings were held by local staff toaccomplish planning tasks specific to their department or agency, such as the approval of specificmitigation actions for their jurisdiction, department or agency to undertake and include in theMitigation Action Plan.The following is a summary of the meetings that occurred during the LMS update planning process.Meeting invitations, agendas, minutes and rosters are provided in Appendix D.Kickoff MeetingJune 4, 2009The Kickoff Meeting was held at the Volusia County Emergency Operations Center and was attended bythe LMS Working Group. The primary purpose of the call was to explain the proposed planning processin detail, describe individual roles and responsibilities and begin initial data collection efforts.2 Copies of the agendas, sign-in sheets, minutes and handout materials for all meetings and workshops are availablethrough Volusia County upon request.Volusia County Multi-jurisdictional Hazard Mitigation PlanFebruary 20102:6
SECTION 2: PLANNING PROCESSDiscussions focused the key objectives, project tasks, schedule and staffing. The LMS Working Groupwas asked to identify additional stakeholders, new plans, data and studies to incorporate into the LMSupdate. The LMS Working Group was also presented with a proposed plan outline, to which theyagreed. The LMS Working Group also decided to include natural hazards in the update, per DMA 2Krequirements. Each jurisdiction was asked to update their Hazards Identification (Comparison ofJurisdictional Relative Risk from 2005 LMS).Mitigation Strategy MeetingJuly 8, 2009The Mitigation Strategy Meeting was held at the Daytona Beach International Airport. The purpose ofthis meeting was to review and update the LMS goals and objectives, Bylaws and Standard OperatingProcedures. The LMS Working Group was also introduced to the Capability Assessment process and thenew proposed hazard mitigation initiative tracking and scoring system.Mitigation Strategy MeetingAugust 21, 2009The Mitigation Strategy Meeting was held at the Volusia County Schools Facilities Services Building. Thepurpose of this meeting was to discuss and determine how to incorporate review comments that wereprovided by the LMS Working Group. Each jurisdiction also identified ownership of the critical facilitiesthat were included in the vulnerability assessment.2.6 INVOLVING THE PUBLIC AND IDENTIFIED STAKEHOLDERSThe public and community stakeholders were invited to three meetings (i.e., May 29, 2009 at 6 p.m.,July 7, 2009 at 1 p.m., and August 17, 2009 at 10 a.m.) throughout the LMS planning process (seeAppendix D). A press release was issued from Volusia County Community Information, by the VolusiaCounty Public Information Officer, to invite the public to participate in the LMS development andprovide comments on the LMS. The press release included background information about the LMSprocess, the agenda topics, date, time and location information. Public feedback would have beenreceived by emails, at meetings, or by contacting the LMS Coordinator. However, to-date, no publiccomments have been received. In addition, the LMS was also placed on the Volusia County EmergencyManagement’s Website: http://www.volusia.org/emergency/.As listed in Table 2.1, the LMS Working Group includes representation from various stakeholders in thecommunity, in addition to the participating jurisdictions’ local government staff.Kickoff MeetingJune 4, 2009A public meeting was held on the evening of June 4, 2009, to inform the citizenry about the LMS update.The meeting was held at the City of Daytona Beach Police Department. Nathan Slaughter from PBS&Jprovided an overview of hazard mitigation and brief description of the process involved in updating theLMS.
