SECTION 8: MITIGATION STRATEGYThe second step involves the identification, consideration and analysis of available <strong>mitigation</strong> measuresto help achieve the identified <strong>mitigation</strong> goals. This is a long-term, continuous process, sustainedthrough the development and maintenance of this Plan. Alternative <strong>mitigation</strong> measures will continueto be considered as future <strong>mitigation</strong> opportunities become identified, as data and technology improve,as <strong>mitigation</strong> funding becomes available, and as this Plan is maintained over time.The third and last step in designing the Mitigation Strategy is the selection and prioritization of specific<strong>mitigation</strong> actions, referred to as Hazard Mitigation Initiatives, for <strong>Volusia</strong> <strong>County</strong> and participatingjurisdictions (provided separately in Section 9: Mitigation Action Plan). The Mitigation Action Plan (MAP)represents an unambiguous and functional plan for action and is considered to be the most essentialoutcome of the <strong>mitigation</strong> planning process.The MAP includes a prioritized listing of proposed hazard <strong>mitigation</strong> actions (policies and projects) for<strong>Volusia</strong> <strong>County</strong> and its participating jurisdictions and partners to carry out with accompanyinginformation such as those departments or individuals assigned responsibility for their implementation,potential funding sources and an estimated target date for completion, serving as an important tool formonitoring success or progress over time. The cohesive collection of actions listed in the MAP can alsoserve as an easily understood menu of <strong>mitigation</strong> policies and projects for those local decision makerswho want to quickly review the recommendations and proposed actions of the Hazard Mitigation Plan.In preparing the Mitigation Action Plan for <strong>Volusia</strong> <strong>County</strong>, the <strong>LMS</strong> Working Group considered theoverall hazard risk and capability to mitigate the effects of hazards as determined through the risk andcapability assessment process, in addition to meeting the adopted countywide <strong>mitigation</strong> goals andunique needs of the community. Prioritizing the proposed <strong>mitigation</strong> actions was based on the following11 factors: Population Benefited Health and Safety Considerations Environmental Impact Consistency with Other Plans and Programs Reduces Risk of Future Property Damage Supports Essential or Critical Services Probability of Receiving Funding for Implementation Feasibility of Implementation Community Rating System Repetitive Loss Mitigation Benefit Cost Ratio (to be conducted prior to submitting a project for grant consideration)The <strong>mitigation</strong> initiative scoring system is provided in Table 8.1.<strong>Volusia</strong> <strong>County</strong> Multi-jurisdictional <strong>Local</strong> Mitigation StrategyFebruary 20108:2
