SECTION 10: PLAN MAINTENANCE PROCEDURESSECTION 10 – PLAN MAINTENANCE PROCEDURES44 CFR Requirement44 CFR Part201.6(c)(4)(i):The plan shall include a plan maintenance process that includes a section describing the method andschedule of monitoring, evaluating and updating the mitigation plan within a five-year cycle.44 CFR Part 201.6(c)(4)(ii):The plan maintenance process shall include a process by which local governments incorporate therequirements of the mitigation plan into other planning mechanisms such as comprehensive or capitalimprovement plans, when appropriate.This section of the Plan discusses how the Mitigation Strategy and Mitigation Action Plan will beimplemented and how the LMS will be evaluated and enhanced over time. This section also discusseshow the public will continue to be involved in a sustained hazard mitigation planning process. It consistsof the following three subsections: Implementation Monitoring, Evaluation and Enhancement Continued Public Involvement10.1 IMPLEMENTATIONEach agency, department or other partners participating under the Volusia County Multi-jurisdictionalLMS is responsible for implementing specific mitigation actions as prescribed in the Mitigation ActionPlan. Every proposed action listed in the Mitigation Action Plan is assigned to a specific “lead” agency ordepartment in order to assign responsibility and accountability and increase the likelihood ofsubsequent implementation.In addition to the assignment of a local lead department or agency, an implementation time period or aspecific implementation date has been assigned in order to assess whether actions are beingimplemented in a timely fashion. Volusia County and its participating jurisdictions and partners will seekoutside funding sources to implement mitigation projects in both the pre-disaster and post-disasterenvironments 1 . When applicable, potential funding sources have been identified for proposed actionslisted in the Mitigation Action Plan.Plan IntegrationThe LMS Working Group has identified and will continue to examine opportunities to integrate the LMSinto other planning documents and vice versa to more comprehensively reduce hazard vulnerabilities.1A listing of key federal hazard mitigation funding sources can be found in the Guide to Funding and Technical Assistance Programs, providedas a separate annex to this Plan.Volusia County Multi-jurisdictional Local Mitigation StrategyFebruary 201010:1
