The concept of multi-objective planning was emphasizedthroughout the planning process, particularly in identifying ways to link, where possible, hazardmitigation policies and programs with complimentary community goals related to disaster recovery,housing, economic development, recreational opportunities, transportation improvements,environmental quality, land development and public health and safety.Section 10: Plan Maintenance Procedures, includes the measures that Volusia County and theparticipating jurisdictions will take to ensure the Plan’s continuous long-term implementation. SECTION 2: PLANNING PROCESSSECTION 2 – PLANNING PROCESS44 CFR Requirement44 CFR Part 201.6(c)(1): The plan shall include documentation of the planning process used to develop the plan,including how it was prepared, who was involved in the process and how the public was involved.This section describes the planning process undertaken by Volusia County in the development of the2009 Multi-jurisdictional Local Mitigation Strategy. It consists of the following six subsections: Overview of Hazard Mitigation Planning History of Hazard Mitigation Planning in Volusia County Preparing the 2009 Plan The Volusia Prepares Local Mitigation Strategy Working Group Community Meetings and Workshops Involving the Public and Identified Stakeholders2.1 OVERVIEW OF HAZARD MITIGATION PLANNINGLocal hazard mitigation planning is the process of organizing community resources, identifying andassessing hazard risks and determining how to best minimize or manage those risks. This process resultsin a hazard mitigation plan that identifies specific mitigation actions, each designed to achieve bothshort-term planning objectives and a long-term community vision.To ensure the functionality of a hazard mitigation plan, responsibility is assigned for each proposedmitigation action to a specific individual, department or agency along with a schedule or targetcompletion date for its implementation. Plan maintenance procedures are established for the routinemonitoring of implementation progress, as well as the evaluation and enhancement of the mitigationplan itself. These plan maintenance procedures ensure that the plan remains a current, dynamic andeffective planning document over time that becomes integrated into the routine local decision makingprocess.Mitigation planning offers many benefits, including: saving lives and property saving money speeding recovery following disasters reducing future vulnerability through wise development and post-disaster recovery andreconstruction expediting the receipt of pre-disaster and post-disaster grant funding demonstrating a firm commitment to improving community health and safetyTypically, mitigation planning is described as having the potential to produce long-term and recurringbenefits by breaking the repetitive cycle of disaster loss.
