SECTION 7: CAPABILITY ASSESSMENTSECTION 7 – CAPABILITY ASSESSMENTThis section of the Plan discusses the capability of <strong>Volusia</strong> <strong>County</strong> and the participating municipaljurisdictions to implement hazard <strong>mitigation</strong> activities. It consists of the following four subsections: What is a Capability Assessment? Conducting the Capability Assessment Capability Assessment Findings Conclusions of the Capability Assessment7.1 WHAT IS A CAPABILITY ASSESSMENT?The purpose of conducting a capability assessment is to determine the ability of a local jurisdiction toimplement a comprehensive <strong>mitigation</strong> <strong>strategy</strong>, and to identify potential opportunities for establishingor enhancing specific <strong>mitigation</strong> policies, programs or projects. 1 As in any planning process, it isimportant to try to establish which goals, objectives and/or actions are feasible, based on anunderstanding of the organizational capacity of those agencies or departments tasked with theirimplementation. A capability assessment helps to determine which <strong>mitigation</strong> actions are practical andlikely to be implemented over time, given a local government’s planning and regulatory framework. Thiscapability assessment also highlights the positive <strong>mitigation</strong> measures already in place, or beingimplemented at the local government level, which should continue to be supported and enhancedthrough future <strong>mitigation</strong> efforts.The capability assessment completed for <strong>Volusia</strong> <strong>County</strong> and its jurisdictions serves as a critical planningstep and an integral part of the foundation for designing an effective multi-jurisdictional hazard<strong>mitigation</strong> <strong>strategy</strong>. Coupled with the Risk Assessment, the Capability Assessment helps identify andtarget meaningful <strong>mitigation</strong> actions for incorporation in the Mitigation Strategy portion of the HazardMitigation Plan. It helps establish the goals and objectives for the <strong>Volusia</strong> <strong>County</strong> Region to pursueunder this Plan and ensures that those goals and objectives are realistically achievable under given localconditions.7.2 CONDUCTING THE CAPABILITY ASSESSMENTIn order to facilitate the inventory and analysis of local government capabilities throughout <strong>Volusia</strong><strong>County</strong>, a detailed Capability Assessment Survey 2 was distributed to <strong>Volusia</strong> <strong>County</strong> staff and to stafffrom participating local municipal jurisdictions.
