SECTION 8: MITIGATION STRATEGYSECTION 8 – MITIGATION STRATEGYThis section of the Plan provides the blueprint for <strong>Volusia</strong> <strong>County</strong> and the participating jurisdictions tobecome less vulnerable to its identified hazards. It is based on general consensus of the <strong>Volusia</strong> Prepares<strong>LMS</strong> Working Group (<strong>LMS</strong> Working Group) and the findings and conclusions of the CapabilityAssessment and Risk Assessment. It consists of the following five subsections: Introduction Mitigation Goals Identification and Analysis of Mitigation Techniques Selection of Mitigation Techniques for <strong>Volusia</strong> <strong>County</strong> Mitigation Success Stories Plan Update Requirement8.1 INTRODUCTIONThe intent of the local Mitigation Strategy is to provide <strong>Volusia</strong> <strong>County</strong> and the participating jurisdictionswith the goals that will serve as guiding principles for future <strong>mitigation</strong> policy and projectadministration, along with an analysis of <strong>mitigation</strong> techniques deemed available to meet those goalsand reduce the impact of identified hazards. It is designed to be comprehensive, strategic and functionalin nature: In being comprehensive, the development of the <strong>strategy</strong> includes a thorough review of allhazards and identifies extensive <strong>mitigation</strong> measures intended to not only reduce the futureimpacts of high risk hazards, but also to assist the <strong>County</strong> and participating jurisdictions achievecompatible economic, environmental and social goals. In being strategic, the development of the <strong>strategy</strong> ensures that all policies and projectsproposed for implementation are consistent with pre-identified, long-term planning goals. In being functional, each proposed <strong>mitigation</strong> action is linked to established priorities andassigned to specific departments or individuals responsible for their implementation with targetcompletion deadlines. When necessary, funding sources are identified that can be used to assistin project implementation.The first step in designing the Mitigation Strategy includes the identification of countywide <strong>mitigation</strong>goals. Mitigation goals represent broad statements that are achieved through the implementation ofmore specific, action-oriented objectives. These actions include both hazard <strong>mitigation</strong> policies (such asthe regulation of land in known hazard areas through a local ordinance), and hazard <strong>mitigation</strong> projectsthat seek to address specifically targeted hazard risks (such as the acquisition and relocation of arepetitive loss structure).<strong>Volusia</strong> <strong>County</strong> Multi-jurisdictional <strong>Local</strong> Mitigation StrategyFebruary 20108:1
