SECTION 6: VULNERABILITY ASSESSMENT6.18 CONCLUSIONS ON HAZARD VULNERABILITYThe results of this vulnerability assessment are useful in at least three ways: Improving our understanding of the risk associated with the natural hazards in <strong>Volusia</strong> <strong>County</strong>through better understanding of the complexities and dynamics of risk, how levels of risk can bemeasured and compared, and the myriad of factors that influence risk. An understanding ofthese relationships is critical in making balanced and informed decisions on managing risk. Providing a baseline for policy development and comparison of <strong>mitigation</strong> alternatives. The dataused for this analysis presents a current profile of risk in <strong>Volusia</strong> <strong>County</strong>. Future updates willenable comparison of the changes in risk over time. Baselines of this type can support theobjective analysis of policy and program options for risk reduction in the region. Comparing the risk among the natural hazards addressed. The ability to quantify the risk to allthese hazards relative to one another helps in a balanced, multi-hazard approach to riskmanagement at each level of governing authority.
