For purposes of these classifications, risk is expressed inrelative terms according to the estimated impact that a hazard will have on human life and propertythroughout all of Volusia County. A more quantitative analysis to estimate potential dollar losses foreach hazard has been performed separately, and is described in the Vulnerability Assessment section.
