SECTION 8: MITIGATION STRATEGY8.2 MITIGATION GOALS44 CFR Requirement44 CFR Part 201.6(c)(3)(i):The <strong>mitigation</strong> <strong>strategy</strong> shall include a description of <strong>mitigation</strong> goals to reduce or avoid long-termvulnerabilities to the identified hazards.As part of the Plan upgrade conducted in 2009, the <strong>LMS</strong> Working Group revisited the goals from theexisting Plan. This was done at a facilitated discussion and brainstorming session of the <strong>LMS</strong> WorkingGroup on July 8, 2009 (for more details, please see the summary of the second <strong>LMS</strong> Update meeting inSection 2: Planning Process). The review ensures that the previously identified goals remain valid. As aresult of this review, the <strong>LMS</strong> Working Group recommended that the existing goals (Table 8.2) remainthe same. Each of the following goal statements represent a broad target for <strong>Volusia</strong> <strong>County</strong> and itsparticipating jurisdictions and partners to achieve through the implementation of its more detailedMitigation Action Plan provided in Section 9: Mitigation Action Plan. They are intended to reflect theunique needs and wishes of the communities of <strong>Volusia</strong> <strong>County</strong> to have a more “disaster resistant”future.TABLE 8.2: Mitigation GoalsGOAL 1: LOCAL GOVERNMENT WILL HAVE THE CAPABILITY TO DEVELOP, IMPLEMENT ANDMAINTAIN EFFECTIVE MITIGATION PROGRAMSObjective 1: Data and information needed for defining hazards, risk areas, and vulnerabilities in thecommunity will be obtained.Objective 2: The capability to effectively utilize available data and information related to <strong>mitigation</strong>planning and program development will be available.Objective 3: The effectiveness of <strong>mitigation</strong> initiatives implemented in the community will be measuredand documented.Objective 4: Up-to-date technical skills in <strong>mitigation</strong> planning and programming will be available for thecommunity.Objective 5: There will be a program to derive <strong>mitigation</strong> “lessons learned” from each significant disasterevent occurring in or near the community.GOAL 2: ALL SECTORS OF THE COMMUNITY WILL WORK TOGETHER TO CREATE A DISASTERRESISTANT COMMUNITY BY THE YEAR 2020Objective 1: A business continuity and recovery program will be established and implemented in thecommunity.<strong>Volusia</strong> <strong>County</strong> Multi-jurisdictional <strong>Local</strong> Mitigation StrategyFebruary 20108:4
