SECTION 5: HAZARD PROFILES5.3 HURRICANE AND TROPICAL STORM5.3.1 BackgroundHurricanes and tropical storms are classified as cyclones and defined as any closed circulationdeveloping around a low-pressure center in which the winds rotate counter-clockwise in the NorthernHemisphere (or clockwise in the Southern Hemisphere) and whose diameter averages 10 to 30 milesacross. A tropical cyclone refers to any such circulation that develops over tropical waters. Tropicalcyclones act as a “safety-valve,” limiting the continued build-up of heat and energy in tropical regions bymaintaining the atmospheric heat and moisture balance between the tropics and the pole-wardlatitudes. The primary damaging forces associated with hurricanes and tropical storms are high-levelsustained winds, heavy precipitation, and tornadoes. Coastal areas are also vulnerable to the additionalforces of storm surge, wind-driven waves and tidal flooding which can be more destructive than cyclonewind.The key energy source for a tropical cyclone is the release of latent heat from the condensation of warmwater. Their formation requires a low-pressure disturbance, warm sea surface temperature, rotationalforce from the spinning of the earth and the absence of wind shear in the lowest 50,000 feet of theatmosphere. The majority of hurricanes and tropical storms form in the Atlantic Ocean, Caribbean Sea,and Gulf of Mexico during the official Atlantic hurricane season, which encompasses the months of Junethrough November. The peak of the Atlantic hurricane season is in early to mid-September, and theaverage number of storms that reach hurricane intensity per year in this basin is about six.As an incipient hurricane develops, barometric pressure (measured in millibars or inches) at its centerfalls and winds increase. If the atmospheric and oceanic conditions are favorable, it can intensify into atropical depression. When maximum sustained winds reach or exceed 39 miles per hour, the system isdesignated a tropical storm, given a name, and is closely monitored by the National Hurricane Center inMiami, Florida. When sustained winds reach or exceed 74 miles per hour the storm is deemed ahurricane.
