SECTION 10: PLAN MAINTENANCE PROCEDURESThis includes integrating the <strong>LMS</strong> requirements into other local planning documents, processes ormechanisms as follows: Ensure that the goals and strategies of new and updated local planning documents for theiragencies or departments are consistent and do not conflict with the goals and actions of the<strong>LMS</strong> and will not contribute to increased hazard vulnerability in the <strong>County</strong>. Include <strong>LMS</strong> Vulnerability Assessment in CEMP updates. Include a reference to the <strong>LMS</strong> in the <strong>Local</strong> <strong>Government</strong> Comprehensive Plan. Consider including hazard maps in the <strong>Local</strong> <strong>Government</strong> Comprehensive Plan future land usesection. Review the Capital Improvement Plan to determine whether any projects should be included inthe <strong>LMS</strong>.The 2005 <strong>LMS</strong> has been integrated into other planning processes. For examples: Many of the jurisdictions incorporated the Vulnerability Assessment into their CEMP updates. The Public Works Department reviewed their Capital Improvements project list for projects toinclude in the <strong>LMS</strong> Mitigation Action Plan. The 2002 <strong>Local</strong> <strong>Government</strong> Comprehensive Plan includes policies for flood, sinkhole, surge andwildfire hazards vulnerability reduction (e.g., protection of natural environment, acquiring andprotecting land in the Coastal High Hazard Are (CHHA) and floodplains, limiting development inthe CHHA, regulation of stormwater and disallowance of future landfills in high aquifer rechargeor karst areas, etc.).Opportunities to integrate the requirements of this Plan into other local planning mechanisms shallcontinue to be identified through future meetings of the <strong>LMS</strong> Working Group and through the five-yearreview process described herein. Although it is recognized that there are many possible benefits tointegrating components of this Plan into other local planning mechanisms, the development andmaintenance of this stand-alone <strong>LMS</strong> is deemed by the <strong>Volusia</strong> <strong>County</strong> <strong>LMS</strong> Working Group to be themost effective and appropriate method to implement local hazard <strong>mitigation</strong> actions at this time.10.2 MONITORING, EVALUATION AND ENHANCEMENTPeriodic revisions and updates of the <strong>LMS</strong> are required to ensure that the goals of the Plan are keptcurrent and account for potential changes in hazard vulnerability and <strong>mitigation</strong> priorities. In addition,revisions may be necessary to ensure that the Plan is in full compliance with applicable federal and stateregulations. Periodic evaluation of the Plan will also ensure that specific <strong>mitigation</strong> actions are beingreviewed and carried out according to the Mitigation Action Plan.The <strong>Volusia</strong> <strong>LMS</strong> Working Group is responsible for monitoring and updating the <strong>LMS</strong> on a regular basis:annually, every five years, or following a major disaster or major development activity throughout<strong>Volusia</strong> <strong>County</strong>.The <strong>Volusia</strong> <strong>County</strong> <strong>LMS</strong> Working Group will continue to meet at least annually and following anydisaster events warranting a reexamination of the <strong>mitigation</strong> actions being implemented or proposed<strong>Volusia</strong> <strong>County</strong> Multi-jurisdictional <strong>Local</strong> Mitigation StrategyFebruary 201010:2
