“It will be imperative that health and social policy address this problem.<br />

“This will not be easy. However, there are glimmers of progress. An example is recent developments <strong>in</strong> the politics of<br />

CFS. One of the major charities (Action for <strong>ME</strong>) is align<strong>in</strong>g itself with an evidence‐based approach. These are early<br />

days but if this convergence of rehabilitation oriented cl<strong>in</strong>icians and a patient advocacy group is successful, there could<br />

be very positive implications for patients and <strong>in</strong>surers.<br />

“Fund<strong>in</strong>g of rehabilitation by commercial bodies has begun <strong>in</strong> the UK (with organisations such as PRISMA) and is<br />

likely to cont<strong>in</strong>ue.<br />

“An <strong>in</strong>creased availability of rehabilitative treatment facilities is highly desirable.<br />

“Both health services and <strong>in</strong>surers now need to take a more positive approach.”<br />

Serv<strong>in</strong>g as confirmation of the <strong>in</strong>fluence of these psychiatrists, Mansel Aylward’s contribution sets out some<br />

of the Labour Government “planned <strong>in</strong>itiatives” <strong>in</strong> the areas of Health and Welfare:<br />

“From the perspective of the Government’s commitment to reform the welfare system…this paper addresses some of the<br />

exist<strong>in</strong>g and planned <strong>in</strong>itiatives <strong>in</strong> the areas of Health and Welfare.<br />

“Under the recently launched NHS Plus <strong>in</strong>itiative the NHS will be encouraged to provide occupational<br />

health services <strong>in</strong> order to improve the health of the workforce and to generate <strong>in</strong>come.<br />

“There is a common <strong>in</strong>terest across several Government Departments <strong>in</strong> measures which would reduce the high costs of<br />

sickness absence and improve the quality and availability of …rehabilitation.<br />

“The Government shares an <strong>in</strong>terest…<strong>in</strong> the public, private and voluntary sectors which have a stake <strong>in</strong> the<br />

development of more effective models of rehabilitation.<br />

“Growth <strong>in</strong> benefit recipients due to mental and behavioural disorders has been rapid dur<strong>in</strong>g the last five years….These<br />

analyses po<strong>in</strong>t to growth <strong>in</strong> mental and behavioural disorders…. Another <strong>in</strong>terpretation might be a migration <strong>in</strong> the<br />

diagnostic label from other medical conditions to ‘mental health problems’.<br />

“The Government’s tw<strong>in</strong> objectives of rais<strong>in</strong>g productivity and achiev<strong>in</strong>g full employment aim to <strong>in</strong>crease<br />

the wealth‐creat<strong>in</strong>g potential of the economy…Reduction <strong>in</strong> public spend<strong>in</strong>g on benefit payments is a<br />

dist<strong>in</strong>ct advantage aris<strong>in</strong>g out of the full employment objective”.<br />

2003<br />

Peter Hallligan (Professor of Neuropsychology, Cardiff University) and Mansel Aylward (then still Chief<br />

Medical Advisor at the DWP) jo<strong>in</strong>tly organised a meet<strong>in</strong>g on 12 th May 2003 (perhaps co<strong>in</strong>cidentally, as 12 th<br />

May is national <strong>ME</strong> Awareness Day) entitled “The power of belief: psychosocial impact on illness, disability<br />

and Medic<strong>in</strong>e”.<br />

It was reported by Tom Hughes, Consultant Neurologist at the University Hospital of Wales, <strong>in</strong> the<br />

follow<strong>in</strong>g terms:<br />

“I attended this conference <strong>in</strong> the hope of acquir<strong>in</strong>g some new perspective on those patients with significant disability<br />

<strong>in</strong> whom – from a neurological perspective – we are unable to f<strong>in</strong>d a cause….I felt the need to acquire some new<br />

behavioural software to help me deal with these patients.
