11.0 Rebuild the striped bass population in historical habitat within 40 years.
There is no evidence that striped bass historically spawned in the Penobscot River
as they did in the Kennebec, nor is there evidence that they currently spawn in the
Penobscot. It is likely that striped bass arriving in the Penobscot are fish from
southern spawning populations on a summer feeding migration.
