Executive Summary<br />

As required by Public Resources Code (PRC) Section 5090.24(h), Duties and<br />

Responsibilities of the Commission, this Program Report is submitted by the Off-Highway<br />

Motor Vehicle Recreation (OHMVR) Commission to inform the Governor and Legislature of<br />

progress and developments in the state’s OHMVR Program. The Commission shall:<br />

Prepare and submit a program report to the Governor, the Assembly Water, Parks, and<br />

Wildlife Committee, the Senate Committee on Natural Resources and Water, and the<br />

Committee on Appropriations of each house on or before January 1, 2011, and every<br />

three years thereafter. The report shall be adopted by the commission after discussing the<br />

contents during two or more public meetings. The report addresses the status of the program<br />

and off-highway motor vehicle recreation, including all of the following:<br />

Report Requirement 1: Provides an update on progress toward achieving Goals and<br />

Objectives from the 2009 OHMVR Program Strategic Plan.<br />

Report Requirement 2: Provides an update on the condition of natural and cultural<br />

resources of areas and trails receiving state off-highway motor vehicle funds and the<br />

resolution of conflicts of use in those areas and trails.<br />

Report Requirement 3: The status and accomplishments of funds appropriated for<br />

restoration through the OHMVR Grants and Cooperative Agreements Program.<br />

Report Requirement 4: A summary of resource monitoring data compiled and restoration<br />

work completed.<br />

Report Requirement 5: Actions taken by the division and department since the last<br />

program report to discourage and decrease trespass of off-highway motor vehicles on<br />

private property.<br />

Report Requirement 6: Other relevant program-related environmental issues that have<br />

arisen since the last program report.<br />

This Program Report is an overarching document that touches on all aspects of California’s<br />

Off-Highway Vehicle (OHV) recreation program. This program facilitates the accommodation<br />

of OHV recreation and related non-motorized recreation. It also provides support for<br />

environmental stewardship, education, and law enforcement efforts associated with OHV<br />

recreation. This effort has been significantly supported through the Budget Act of 2016,<br />

signed by Governor Edmund G. Brown Jr. on June 26, 2016, that repaid the outstanding<br />

OHV Trust Fund loans totaling $112 million.<br />

California’s OHMVR Program enters its 46 th year in 2017, with a program sunset date of<br />

January 1, 2018.<br />
