2.3 By 2012, develop five new OHV recreational opportunities in<br />
response to growing recreation trends and equipment (rock crawlers,<br />
endurocross, electric, etc.).<br />

The OHMVR Division is working with manufacturers of electric OHVs to learn<br />
more about the technology. These vehicles produce zero emissions and are quiet.<br />
OHMVR Division managers and staff<br />
met with two manufacturers at Hungry<br />
Valley SVRA and Prairie City SVRA to<br />
discuss the technology and trends in<br />
the industry. One of the manufacturers<br />
makes electric dirt bikes for children<br />
and the other makes them for adults.<br />
The group discussed applicable laws<br />
and policies, opportunities for the new<br />
technology, and infrastructure needed<br />
to accommodate the electric vehicles.<br />
The manufacturers anticipate that these vehicles will become more popular due to<br />
advances in the technology, such as improved battery life that provides longer travel<br />
distances. Since 2014, the OHMVR Division purchased three electric dirt bikes for<br />
law enforcement patrols and promoted the vehicles at outreach events.<br />

In 2015, Hollister Hills SVRA opened the Hudner Ranch 4x4 area, which added<br />
approximately 15 miles of narrow 4x4 trails spread across nearly 1,600 acres and is<br />
ideal for recreational off-highway vehicles (ROVs).<br />

The BLM Barstow Field Office completed a new OHV Skills Development and<br />
Training Course at the El Mirage OHV Recreation Area. The 54-acre training<br />
facility will serve to teach safe and proper dirt bike and ATV skills, techniques, and<br />
improve basic riding skills for visitors of all ages. The project was funded through<br />
development program funds from the Grants Program.<br />
2.4 By 2015, establish a minimum of two snowmobile-touring trails<br />
designed for multi-day trips with accommodations (e.g., cabins,<br />
restrooms).<br />

In 2015, the OHMVR Division and the United States Forest Service (USFS) Pacific<br />
Southwest Region (Region) renewed the Master Challenge Cost Share Agreement<br />
between the two agencies. The Master Challenge Cost Share Agreement allows<br />
the OHMVR Division to enter into supplemental project agreements with individual<br />
