Storm Water Management Plan in Action<br />
The OHMVR Division initiated an aggressive<br />
storm water management program at<br />
Carnegie SVRA in an effort to protect<br />
the park’s natural resources, improve<br />
water quality, and meet the requirements<br />
of the NPDES and the Clean Water Act<br />
(CWA). In order to achieve these water<br />
quality objectives, a number of projects<br />
and programs have been planned and/<br />
or are being implemented. The OHMVR<br />
Division initiated a study of the Corral Hollow<br />
Carnegie SVRA storm water management<br />
watershed in 2004. The primary goal of the assessment was to provide the OHMVR<br />
Division, Carnegie SVRA staff, and community stakeholders with an understanding of<br />
historical occurrences that have shaped the watershed. Based on the assessment’s<br />
findings, the OHMVR Division developed recommendations to reduce future erosion and<br />
sediment concerns and return Corral Hollow to a properly functioning watershed, while<br />
maintaining visitor satisfaction and preserving the area’s historic value. These conclusions<br />
and recommendations are presented in the Final Corral Hollow Watershed Assessment<br />
(California State Parks 2007, 1-4).<br />
The findings from the watershed assessment were used to develop a number of<br />
recommendations designed to reduce erosion and sediment issues through innovative<br />
BMPs and an active adaptive management framework focused on meeting water quality<br />
objectives. This framework includes continual assessment of erosion and sediment<br />
generators, implementation of appropriate BMPs, ongoing monitoring and evaluation<br />
of these actions, and plans for long-term maintenance to ensure the success of these<br />
actions. Other components of the storm water management program include the ongoing<br />
development and implementation of the Trails Management Plan; the implementation,<br />
monitoring and maintenance of projects associated with the Soil Standard; implementation<br />
of annual species surveys and habitat restoration<br />
activities related to the HMS program; and use<br />
of the OHV-specific BMP manual for selecting,<br />
implementing, and maintaining appropriate BMPs.<br />
The next phase of the storm water management<br />
program included the development and<br />
implementation of a SWMP in 2012. The purpose<br />
of the SWMP is to reduce or eliminate pollutant<br />
