Storm Water Management Plans<br />

A Storm Water Management Plan (SWMP) is designed to provide guidance for park staff<br />

to effectively implement a storm water program. The purpose is to define expectations and<br />

direction for those responsible for developing and implementing the storm water program.<br />

Elements outlined in a SWMP may include training or site-specific structural and nonstructural<br />

Best Management Practices (BMPs) intended to reduce or eliminate pollutant<br />

discharges from SVRAs. SWMPs typically include six minimum control measures. These are:<br />

•§<br />

public education and outreach,<br />

•§<br />

public involvement and participation,<br />

•§<br />

illicit discharge detection and elimination,<br />

•§<br />

construction site runoff,<br />

•§<br />

post-construction runoff, and<br />

•§<br />

pollution prevention/good housekeeping.<br />

OHMVR Division SWMPs may also include management goals and activities for maintaining<br />

OHV trails and facilities as they relate to meeting the park’s water quality objectives.<br />

SWMPs come in various forms throughout the OHMVR<br />

Division. Two of the SVRAs, Carnegie and Oceano Dunes,<br />

operate under the California State Water Resources Control<br />

Board’s (SWRCB) Water Quality Order No. 2013-0001-<br />

DWQ and the National Pollution Discharge Elimination<br />

System (NPDES) General Permit No. CAS000004 for<br />

Waste Discharge Requirements (WDRs) for Storm Water<br />

Discharges from Small Municipal Separate Storm Sewer<br />

Systems adopted on February 5, 2013 (General Permit)<br />

as non-traditional permittees. This permit regulates storm<br />

water discharges from municipal separate storm sewer<br />

systems (MS4s). Although it is not a requirement for<br />

non-traditional Phase II permittees to develop a SWMP,<br />

the OHMVR Division is developing a voluntary statewide<br />

SWMP for all SVRAs.<br />

Storm Water Management<br />

An MS4 is defined by the Environmental Protection Agency (EPA) as a “conveyance or<br />

system of conveyances (including roads with drainage systems, municipal streets, catch<br />

basins, curbs, gutters, ditches, man-made channels, or storm drains): (i) owned or operated<br />

by a state, city, town, borough, or county.” MS4 permits prescribe a storm water program<br />

with the goal of reducing the discharge of pollutants to the maximum extent practicable.<br />

The intent of this program is to protect the park’s natural resources, improve water quality,<br />
