current classification. Staff is<br />
encouraged to build their skill set<br />
OHMVR Division staff visit Sutter Buttes<br />
and experience by assisting other units with specialized projects and include heavy<br />
equipment operators, law enforcement officers, maintenance staff, and resource<br />
staff as well as interpreters. In addition, the OHMVR Division encourages its staff<br />
to attend training in subject areas of interest. When specific training for staff is<br />
not available within State Parks, the OHMVR Division has paid for out-of-service<br />
training. Encouraging staff to advance their skills and try new experiences raises<br />
morale and often leads to higher retention rates within the OHMVR Division.<br />
3.5 By 2013, assure increased accountability for expenditures of the OHV<br />
Trust Fund through Division resources.<br />

The Parks Transformation Team and subcommittees<br />
developed a system to track staff tasks, hours, and<br />
materials to understand the costs involved in running a<br />
state park. Several state parks including Ocotillo Wells SVRA participated in a pilot<br />
study to test the new program, known as Service Based Budgeting.<br />

The OHMVR Division amended the Grants Program regulations to limit indirect<br />
project costs.<br />
3.6 By 2010, increase the availability of training opportunities designed to<br />
enhance knowledge of laws and regulations related to OHV operation.<br />

Grants Program staff facilitate two, two-day workshops in Ontario and Sacramento to<br />
assist grant applicants in obtaining funding for OHV-related projects. The workshops<br />
are well attended and available to federal, municipal, county, education, nonprofit,<br />
and Native American groups. Project categories include Law Enforcement,<br />
Education, Operations/Maintenance, and Restoration. In 2016, the Grants Program<br />
