Message from the Chair It is with great pride that I present the 2017 Off-Highway Motor Vehicle Recreation (OHMVR) Commission Program Report (Program Report). This Report, mandated by law, highlights a number of key elements of this diverse and cutting edge program that provides motorized and non-motorized recreation throughout California. Off-highway vehicle (OHV) recreation in California can be traced back to the mid 1940s, when service personal returning from World War II used surplus military vehicles to recreate off-road as a way to reconnect with nature while rebuilding their lives. In 1971, Governor Ronald Reagan signed the Chappie Z’berg Off-Highway Motor Vehicle Law, establishing a unique self-funded program whereby OHV recreationists would have appropriate areas designed and maintained for sustainable use in a manner consistent with good environmental practice. Today, OHV recreation contributes many benefits to California and its residents, including active recreation, adventure tourism and access to great natural landscapes for disabled people and the elderly. OHV recreation also provides a strong economic impact to the state, with estimates of $20 billion annually in OHV-related expenditures, supporting many disadvantaged rural communities throughout California with a much-needed boost to their local economies. California’s OHMVR Program is much more than the nine State Vehicular Recreation Areas (SVRAs) within the California State Parks system. In fact, the vast majority of the OHV recreation opportunity available in California is on federal lands. For the calendar year 2016, the Bureau of Land Management reported a total of 7.1 million recreation visits to BLM Lands in California. Of those 7.1 million recreation visits, an astounding 5.6 million were OHV related. The OHMVR Program addresses the need for quality OHV recreation management along with a high level of environmental protection on these federal lands through the OHMVR Grants and Cooperative Agreements (Grants) program. This selffunded Grants program redirects fees and fuel tax income generated by OHV recreation, to maintain and protect public lands throughout California. The Grants program is also responsible for developing partnerships between federal agencies, local agencies, nonprofit volunteer organizations and the State of California, that have become the model for public lands management throughout the United States. The Grants program was recently recognized by the Secretary of the Interior Sally Jewell, during the Berryessa Snow Mountain National Monument dedication, as the nation’s model of OHV management. The OHMVR Program has undergone multiple changes since its inception 46 years ago and has not only managed to persevere but prosper. Once again, there are changes for the program on the horizon.
