The results of the strategic planning process completed pursuant to<br />

subdivision (1) of Section 5090.32.<br />

Off-Highway Motor Vehicle Recreation Division Strategic Plan<br />

The 2009 Off-Highway Motor Vehicle Recreation (OHMVR) Division Strategic Plan provides<br />

specific objectives relative to overarching Program goals. These goals touch all elements<br />

of the OHMVR Program, including stewardship of natural and cultural resources, and<br />

sustaining and expanding managed OHV recreation in California. Substantial progress has<br />

been made towards implementing the objectives.<br />

This section reports on progress towards meeting the<br />

2009 Strategic Plan objectives. For each of the goals listed<br />

below, the Strategic Plan lays out specific objectives to be<br />

implemented to achieve the goal. The objectives include the<br />

anticipated date for completion and describe performance<br />

measures that can be tracked to verify objectives have been<br />

accomplished. The 2009 Strategic Plan provides a road<br />

map for the OHMVR Division and consists of four strategic<br />

themes, five guiding principles (below in boxes), and six goals<br />

(on facing page), all of which the Division uses to meet the<br />

Program’s legislative mandates.<br />

For each of the goals listed on the facing page, the Strategic Plan lays out specific<br />

objectives to be implemented to achieve the goal. The objectives include anticipated<br />

periods for completion, which can be tracked to verify objectives have been accomplished.<br />
